Minutes from 10/8/09 Meeting of
the Parks, Recreation & Trails Committee

1. Meeting Opened
-- Meeting was called to order at 7:35 p.m.
In attendance: Tom Bierl, Lawrie Bolger, Chris Conaway, Bill Haaf, Zeke
Hubbard, Ricki Stumpo.
2. Announcements -- Zeke Hubbard announced that Bill Harwood
is no longer employed by the township and that Don Lane has been appointed the
new Roadmaster.
3. Public Comments
– The Committee recognized Ricki Stumpo
for her efforts in organizing a successful Founders Day, and Zeke Hubbard for
his involvement and support of Founders Day.
4. Old Business
a. The
minutes from the September meeting were approved and will be forwarded for
posting on the website.
b. 2010
Committee Chairs – all Sub-Committee Chairs will continue for 2010.
5. New Business
a. 2010
Budget – Sub-Committees will submit budget items over the next two meetings.
b. New
Projects for 2010
i. Park
Facilities – the addition of a swing set to the tot lot was discussed; the
addition of a Park Bulletin Board was discussed and committee agreed that this
could be an appropriate project for an Eagle Scout. Ricki Stumpo will contact Linda Moore.
ii. Maintenance
– committee agreed that a piece of equipment that facilitates the spreading of
stone and weed control is needed; perhaps a drag-behind hopper. It was agreed that Don Lane be invited to the
next meeting to review maintenance items and budget for 2010. Letter regarding the equipment purchase will
be sent to the Board of Supervisors.
iii. Permits
– Committee agreed that Park Permits need to be finalized; Ricki will bring
previously drafted Park Permit Language to the November Meeting, and committee
recommends eliminating fees for residents.
iv. The
subject of “Welcome to Pocopson Township” signage was discussed, and committee
agreed to recommend to the BOS that several wooden signs be erected on a few
sides of the Township (Rt. 52 on both ends, Rt. 842, and Rt. 926 & Pocopson
Rd.) with verbiage such as: “Welcome to Pocopson Township. Established 1849. Please Drive with Care. Share the Roads with
Joggers, Bicyclists & Pedestrians.”
6. Sub-Committee
Reports
a. Trails –
Tom Bierl reported that the Trails Feasibility Study is proceeding toward
solution.
b. Stream
Team – Bill Haaf reported that CCCD grant money will be used in the
Spring. Bill also noted that there is a
large gully on Haines Mill Road near Valley Road and he is concerned over the
water and sediment run off and erosion.
Committee agreed that it could be a MS4 issue over the long term and he
should take the issue to the BOS.
c. Founder’s
Day –Ricki Stumpo reported that the committee was pleased with the turn out for
Founder’s Day and they recognize the appreciation of the public. Committee cites the need for more
volunteers. Chairmanship for 2010 was
discussed.
d. CleanWays
– Lawrie Bolger reported that she is following up with PennDot regarding the
Adopt-A-Highway applications submitted on behalf of BVA, Hickory House Catering
and The Fence Authority last spring.
