Minutes
from Meeting of October 9, 2007

1. Open Meeting: Zeke Hubbard opened the
meeting at 7:30 PM.
2. Review of Minutes from Meeting of
September 11, 2007
Motion to accept minutes of September 11, 2007; seconded; approved by all
in attendance.
3. Announcements: None.
4. New Business:
155 Hickory Hill Road
·
Mr. & Mrs. Burnett own 15 acres at this address. They
recently filed for a minor subdivision and plan to give building lots to
each of their daughters.
·
25 feet easement from center line of road would be the
bulkhead leading to their basement. Adding an additional 10 feet for a
trail easement would put the sum of these two easements in their living
room, which is a historic structure.
·
Would need a variance to reduce the 25 ft requirement
(zoning issue).
·
Rather than require a 10 ft trail easement on the front
of the property, could place an easement along the eastern border of the
Burnett property to provide for future use and meet the trail easement
requirement for their subdivision plans.
·
Discussed moving the proposed trail path from the east side
of Hickory Hill Road to the west side. A significant portion of the land
on the west side of the road is undeveloped and housing setbacks on that
side of the road are substantially removed from the roadway. Should first
confirm that the cow pasture (believed to be Barnard Baily’s) is dedicated
open space. Motion to move trail from east to west side of Hickory Hill
Road; seconded; approved by all in attendance. Letter will be sent to BOS
for approval.
Storage of Founders Day acquisitions: Options
·
Board of Supervisors could designate part of the salt shed
as storage for flags, signs, banners, etc.
·
Or, could install approx. 20’ x 20’ run-in shed in Pocopson
Park to store Founders Day equipment, mowers, horseshoes, etc. Would be
sited near the corner of Locust Grove Rd. next to the Hubbard property,
meeting setback requirements, etc.
Litter Initiative (organized by Lawrie Bolger,
a Township resident)

Volunteers signed up at Founders Day for an Earth Day
cleanup
·
Encourage area businesses to adopt stretches of State roads
through PennDOT Adopt-A-Highway program.
·
Requirements: 2 mile stretch; 4 times/yr cleanup; notify
PennDot ahead of time so they can pick up the bags afterwards; 2-yr
commitment; sign posted to acknowledge business / individual adopting that
segment. Safety vests, gloves, bags, litter crew ahead sign provided by
PennDOT. Minors have to be listed for liability reasons. Liability for
injuries lies with PennDOT, not the Township.

Discussion of how to notify adopters that it’s time to clean
up? Could be bad for business if an area with your name on it looks bad.
·
Another idea: Business sponsors a highway, but pays someone
else (like Allied Waste) to actually clean it up. Could Ms. Bolger
approach local businesses on behalf of Pocopson Township? Would need BOS
approval. Motion to request formal Township support for the above
initiatives; seconded; approved by all.
·
Lawrie will talk to Richard Moore about placing a recycling
bin at Pocopson Post Office.
·
Lawrie has spoken to Sharon Parker, the Unionville-Chadds
Ford School District superintendent, about establishing a Litter Free
School Zone with cleanup once/week; UCF is interested.
·
Pocopson Park cleanup proposed by Girl Scouts Junior Troop
41508. They will clean up litter in the Park on Wednesday, 10/17, from
3:30 – 5:00, leaving the trash they collect by trash cans so Public Works
crew can pick it up the next day
·
Stream cleanup in spring is being coordinated with BVA
·
Lawrie will prepare a short piece for the winter Newsletter
·
PRT Committee thanked Ms. Bolger for her efforts thus far
Solar Energy – tabled until next meeting
5. Old Business
·
Founders Day: $1,362.49 balance, to be held in Parks
Fund as line item for 2008
·
Tot lot: Successful grand opening on Saturday, 9/15
·
Pavilion: Concrete floor will be installed at a later
date.
·
Stream Team:

BOS approved purchase of instrument and annual reagents

Team has performed stream testing in two areas;
-
Picked up 45 small trees and plants from Chester County
Conservation District; will plant at Mims property
6. Township Meetings Review:
Board of Supervisors: No report; meeting moved to October 10 because of
Columbus Day
7. Adjournment: The meeting was adjourned at
8:35 PM.
