Board of Supervisors' Meeting Minutes

8:45 a.m., Monday, February 14, 2005

      Brutscher opened the meeting at 8:45 a.m. and dispensed with the pledge of allegiance.  Supervisors Seller and Hubbard were present.  Also present was Bill Harwood, Building Inspector and Road Master.

Announcements:  The secretary announced that she would be sworn in as a notary later this week.  The secretary also reported that the ‘Emergency and Municipal Services Tax’ ordinance has been advertised in ‘The Daily Local News’ on February 6 and February 13 for adoption at the February 28th Board meeting.  The secretary updated the Board on the Route 926 / Pocopson bridge improvement project. 

Historic Committee:  Sue Woodward, representing the Historic Committee, presented a gift to the township of  six framed pictures of historic buildings and pastoral scenes in Pocopson Township for the township meeting room..  Woodward reported that the committee has been actively making improvement plans for the historic schoolhouse.  The Board expressed thanks to the committee for the pictures.

Open Space Committee:  Hubbard reported that the Kennett YMCA has requested using the athletic fields in the park on Saturday and Sunday, and will be sending their request in writing to the township.  Hubbard reported that troop 22, Eagle Scout Project, was presented and the scout is proposing two signs at the entrances to the park stating park rules and regulations and trail locations in the park.  Hubbard reported that the other eagle scout project has been completed and is waiting for the weather to improve to install the benches in the park. 

Waddington/Minor Subdivision:  Brutscher moved, Sellers seconded to grant an extension to continue the review of the Bill Waddington minor subdivision until April 30, 2005.  Motion carried.

Public Comment:  No public comment.

Roads/Building Inspection:  Brutscher reported the Olmsted, NV Homes retension basin is 3/4 ‘s full and muddy water is running around the rip-rap and making a mess.  Harwood said he would have Billy Rogers, VandeMark & Lynch, inspect the basin to ensure that everything is functioning properly.

Other Business:
The horseback riders in the township park
were discussed, and Harwood said he would have signs posted informing riders that they must walk their horses on park trails, because of the damage being caused by riders galloping and trotting their horses over township parklands.   

Red Bridge Farms
trail easement was discussed, and Harwood said he would contact the HOA at Red Bridge about securing a trail easement in the HOA open space for the township. 

Harwood discussed the location of the street trees in the Baily subdivsion.  He expressed concern that the street trees would present problems with the sidewalks and snow plowing once they started to mature.   

Snow plowing the alleyways in the Toll Brothers/Sheeder community was discussed, and the Board agreed the HOA in this community should handle this issue with snow plowing contractors.   

Harwood suggested posting a flag on the park athletic fields when they are too muddy and wet for use by the various athletic associations that use the fields.  The Board agreed with Harwood’s suggestion.

Toll Brothers/Sheeder Property:  Sellers reviewed the plans of the proposed treatment facility for this community with the other Board members.  The Board reviewed Unruh’s letter of February 11, 2005 discussing the terms of the Toll/Sheeder – Castle Valley Consultant sewage design agreement.

Chester County Prison Project:  The Board discussed the County Prison Project and asked the secretary to set up a meeting with Ted Jacobs, County Facilities Manager, to bring the Board up to date on the sewer facility expansion and also ask him to forward all pertinent information related to the sewer facility expansion to the township’s consultant, Castle Valley Consultants, Inc.

Minutes of January 31, 2005:  Brutscher moved, Hubbard seconded to approve the January 31, 2005 minutes as amended.  Motion carried.

Chester County Challenge for Cancer - Recreational Bike Ride:  The Chester County Hospital Foundation will hold its seventh annual Chester County Challenge for Cancer recreational, non-competitive bike ride, on Sunday, May 22, 2005.

The Board discussed and agreed to allow the bike race to pass through the township as shown on the map with the following two conditions: 
1) The township named as an additional insured, and 2) The appropriate traffic control measures taken.  

Treasurer’s Warrants and Year End Treasurer’s Report:  The secretary presented the 2004 year-end Treasurer’s Report, and the warrants were approved and signed as submitted. 

Adjournment:  The meeting was adjourned at 10:15 a.m.
