Board of Supervisors' Meeting Minutes

8:45 a.m., Monday, February 26, 2007

   Sellers called the meeting to order at 7:35 p.m. and dispensed with the pledge of allegiance.  Supervisor Hubbard was present.  Absent was Supervisor Brutscher.

Also present were Steve Conary, PC Member, and Peggy & Chris Conaway, Committee Members.

Ordinance Hearing: 
Sellers moved, Hubbard seconded to close the regular meeting at 7:45 p.m. and open the public ordinance hearing. The secretary said the ordinance was advertised in the “Daily Local News”on February 13, 2007 and provided the proof of publication.  No public comment was made.  The following motion was made:

Ordinance #02 of 2007:  Sellers moved, Hubbard seconded to adopt Ordinance #02 of 2007 amending the Realty Transfer Tax Section of the Taxation Chapter and authorizing the Department of Revene of the Commonwealth of Pennsylvania to determine, collect, and enforce the tax, establish interest rate and penalties and miscellaneous rules and regulations.  Motion carried.

Sellers moved, Hubbard seconded to reopen the regular meeting at 7:42. p.m.  Motion carried.

Announcements:  Hubbard announced the township received a confirmation from State Representative Barrar’s office that a grant has been awarded for the historic Locust Grove Road schoolhouse project of $126,000 and should be received later this year. 

Planning Commission Report:  Conary reported the Open Space Protection Priorities Plan was presented and approved by the township’s Planning Commission at their last meeting. Conary said the next step will be to meet with potential landowners.  Conary said the Brandywine Conservancy has sent a letter dated February 22, 2007 proposing to assist the township and its advisory committee with implementation of the soon-to-be-adopted “Open Space Protection Priorities Plan” and the conservancy has grant money available to help with their costs.

Motion:  Sellers moved, Hubbard seconded to accept the Brandywine Conservancy proposal of February 22, 2007 to assist Pocopson Township and its Advisory Committee with implementation of the soon-to-be-adopted “Open Space Protection Priorities Plan.” 

Motion carried.

Conary also reported the Brenda White Farm sketch plan with five deed restricted lots, and the Baily Farm landscape plan were discussed at their meeting.

Historic Committee:  Peggy Conaway reported the committee is working on Founder’s Day activities.  Founder’s Day is scheduled for September 15, 2007.

Parks, Recreation & Trails Committee Report:  Hubbard said the committee had received a resignation from Peggy Conaway, and the township should send her a thank you letter for her seven years of service to the committee.  Tom Kessler attended the PRT Committee meeting and walking trail changes were discussed.  Hubbard said there are still open issues with the trails in Riverside.  

Chester County Hospital - Ride for Cancer:  Hubbard reported the Chester County Hospital has sent in their request for the township to approve the annual bike ride for cancer scheduled for May 20, 2007 at 8:00 a.m.  A certificate of insurance for the event was has been submitted.

Motion:  Sellers moved, Hubbard seconded to approve the Chester County Hospital - Ride for Cancer scheduled for May 20, 2007.  Motion carried.

Roads Report:  Harwood, Roadmaster, entered the meeting at 8:15 p.m.  Harwood reported the crew had been out all night salting and plowing.  Hubbard reported the road improvements scheduled for Pocopson Road and Route 52 are estimated to cost 10% to 20% more than previously budgeted due to PennDOT requiring the township to re-mill the entire intersection.  Sellers suggested a meeting with Senator Pileggi and Representative Barrar to discuss possibly seeking state assistance with this project.  Sellers also suggested having Ross Unruh, Township Solicitor, attend the March 12th Board meeting to discuss several outstanding issues with the Toll Brothers/Riverside Project.  Sellers discussed the paving of the parking lot at the LenapeVillage Shops and asked Harwood what paving specifications should be used for this project.  Sellers asked if the portion of Denton Hollow Road that is being removed could be used as the base for the new parking lot at the Lenape Village Shops.  Harwood said this is not permitted.

Keystone Municipal Services Inc:  Sellers noted that the township should be collecting building permit fees to cover the cost of Keystone Municipal inspections.  The Board will meet with Rich O’Brien from Keystone on Thursday morning at 10:00 a.m. to discuss this issue.

Minutes of February 12, 2007:  Hubbard moved, Sellers seconded to approve the minutes of February 12, 2007 as amended.  Motion carried. 

Longwood Fire & Ambulance Company:  The Board discussed the request from Longwood Fire and Ambulance Companies to pay the township contribution quarterly instead of the current practice of paying yearly.  The Board agreed the township could pay quarterly payments and asked the treasurer to implement this action starting with the first quarter in 2007.

Treasurer’s Warrants:  The warrants were approved and signed as submitted.  Harwood pointed out that he had not received his yearly increase.  The Board discussed and agreed Harwood should get his increase immediately, and the increase will be retro-active to January 1, 2007. 

Adjournment:  The meeting was adjourned at 9:55 p.m.
