| Board of Supervisors' Meeting
Minutes 7:30 p.m., Monday, February 27 2006
Brutscher opened the meeting with the pledge of allegiance at 7:40
p.m. Supervisors Hubbard and Sellers were in attendance. Announcements: Hubbard announced he would be attending the March 2, CCATO convention and also attending two seminars during the convention. The secretary presented a flyer for educational seminars on BMP’s for Stormwater. BVA / Chester County Landscapes 21st Century Fund: Shiela Fleming was present to discuss the BVA proposal to complete the next phase of the Chester County 21st Century Fund. Fleming presented her letter dated February 15, 2006 which outlines the grant that was awarded to Pocopson Township to fund 50% of the Wawaset Bikeway, Lenni Loop Trail, and Pocopson Home Loop Trails. Fleming reviewed the proposed trails on the map that surround the prison property. Brutscher asked where the funds will come from to match the $144,000. Fleming said the $14,000 coming from DCNR will be used to complete the feasibility study. Fleming said with the feasibility study completed, the township could apply for the Fall round of DCNR grants. Conary asked how much money would be needed before the township would know what the total cost of the project would be Fleming answered that $25,000 had been budgeted for the engineering of the project, but she didn’t think that all of that would be needed. Motion: Sellers moved, Brutscher seconded to proceed with acquiring engineering proposals for the design of the trails plan not to exceed $12,500 of township funds. Motion carried. Baily Farm /
Minor Subdivision: Bernard
Baily was present to discuss the required easements on his minor
subdivision property. Sellers said the final easements are in the
township solicitor’s office for signatures. The secretary said she would
contact Unruh’s office and ask them to forward the documents to the
township for signing, and she would contact Mr. Baily so he could come in
and sign them at the township building. Extensions: Motion -
Brutscher moved, Hubbard seconded to grant an extension to the Kevin Kelly
Minor Subdivision review until June 12, 2006. Motion carried. S.C.C. Homes,
Inc: Jim Fritsch, Regester
Associates; Scott Megill, Megill Homes; Jerry Baker, Traffic Planning &
Design; were present to review two options for the entrance on to Locust
Grove Road from Route 52 for the Scaleby Farm subdivision. Baker said the
10’ run around lane on the east side of Route 52 will impact less trees
that line the road than the left turn conceptual plan. The trees that
line the road are not in the right of way. Sellers said Senator Pileggi
should be contacted to assist the township with getting PennDOT to require
PECO to move the existing gas line that is beside the culvert at this
intersection so a run around could be constructed. The Supervisors
advised Megill to move forward with his development plan. Treasurer’s Warrants: The warrants were approved and signed as submitted. The Board agreed that Peggy Lennon, Communications Coordinator, should be moved to the next salary level that was agreed upon in her offer of employment due to her outstanding performance. Minutes of February 12, 2006: Brutscher moved, Hubbard seconded to approve the minutes of February 12, 2006 as submitted. Motion carried. Adjournment: The meeting was adjourned at 9:15 p.m.
