Board of Supervisors’ Meeting

 8:45 a.m., Monday, March 8, 2004

   Brutscher opened the meeting at 8:55 a.m. and dispensed with the pledge.  Supervisor Hubbard was in attendance along with Bill Harwood, Road Supervisor and Building Inspector.

Announcements:  Brutscher announced that the township will set the date of the Dedication Ceremony for the Red Bud tree that was planted in honor of  MaryBeth Drobish’s husband for Saturday, May 8th at 10:00 a.m.  Brutscher said the Historic Committee and the Open Space Committee will be invited along with any residents that would like to attend.  Brutscher asked the secretary to include an announcement in the spring newsletter.

The secretary announced that this year’s PSATS convention has been set for April 18-21, 2004 at the Hershey Lodge and asked if any Supervisors were planning to attend this year.  Hubbard said that Sellers had been appointed as the township’s voting delegate for the convention.  No Board members will be attending the meeting this year.


Open Space Committee:  Hubbard moved, Brutscher seconded to install the evergreen trees along the fence line on the north side of the park between Hutton’s property and the parking lot.  Motion carried.  Sellers said he would like to see the OSC concentrate on linkage of township trails. 
 
Minutes of February 23, 2004:  Brutscher moved, Hubbard seconded to approve the minutes of February 23, 2004 as amended.  Motion carried.

Other Business:  The Board discussed Gorman’s improvements to his barn, and asked the secretary to look up the deed restrictions on his subdivision, Taylor’s Run, before meeting with Mr. Gorman to discuss this issue.

Public Comment:  There was no public comment.

Supervisor Sellers entered the meeting at 9:20 a.m.

County Prison Project:  Sellers discussed the language for the “Declarations of the Covenants and Easements for the Parkland” of the County prison project.  Brutscher said this should be on the agenda for the next Board meeting.  Sellers said the sewage facilities planning modules were not sent to Evans Mill for their review, and that he had contacted URS to inform them they must send a copy of the modules to the township’s sewage consultant.

Baily Farm/Corrine Village:  Sellers announced that there will be a meeting to discuss storm water related issues on the Baily Farm/Corrine Village project on March 10th at 9:00 a.m.  The township engineer will attend this meeting.

Gorman / Apartment:  Mr. Gorman was present to discuss his application for building an apartment above the stable property for his employee.  Gorman said the perk testing for the site had been successful, and the Chester County Health Department was working on finalizing the sewage facilities planning modules.  Sellers said the water quality will have to be tested for the well.  Brutscher asked if Mr. Gorman had submitted all the necessary paperwork for this project.  The secretary informed the Board that Mr. Gorman would have to fill out the necessary paperwork for a Conditional Use Hearing before the Board of Supervisors.  Mr. Gorman agreed to do this. 

Toll Brothers / Sheeder Project:  Sellers said John Fenn had looked at the Forge property and was able to locate 2 playing fields and 40 parking spaces outside of the floodway on the 35 acre property owned by Lenape Forge.  Sellers said he would like the township to start a dialog with Lenape Forge about having Toll Brothers purchase their property and incorporate it into their proposed village community.  Sellers said the Board should schedule a meeting with Toll Brothers to discuss the sewer language for the Sheeder project, and the township’s solicitor should be present during this meeting

Treasurer’s Warrants:  The warrants were approved and signed as submitted.

Executive Session:  Brutscher moved, Hubbard seconded to adjourn to an executive session at 10:10 a.m. to discuss legal matters.  Motion carried.

Sellers moved, Hubbard seconded to reopen the regular meeting at 11:02 a.m.  Motion carried.

Adjournment:  The meeting was adjourned at 10:30 a.m.
