Board of Supervisors' Meeting
Minutes
8:45 a.m., Monday, April 11, 2005
Brutscher called the meeting to order at 8:50 a.m. and dispensed with the
pledge. Supervisor Hubbard was in attendance along with Road Master /
Building Inspector, Bill Harwood.
Supervisor Sellers was absent.
Announcements:
Hubbard announced that he was having a meeting on April 14th
to discuss drainage problems on Northbrook Road with Representative Steven
Barrar. Hubbard invited Harwood to attend, and Harwood agreed to be
present.
Hubbard reported that he had attended a meeting held at the BVA on April
5th with John Fenn, Township Engineer, at the BVA on MS-4 / stormwater
issues.
Open Space Report: Hubbard reported that the OSC was hosting an
Earth Day, April 23th, 9:00 a.m. to noon, bring your own lunch and a table
or blanket. The participants will meet on the Locust Grove Road side of
the park.
Resolution No. 05: Brutscher asked the
secretary to send a copy of Resolution no. 05 to Representative Barrar and
Senator Pileggi.
Brutscher moved, Hubbard seconded, to approve Resolution no. 05 of 2005
that opposes the joint committee’s recommendations on elimination or
reduction of federal tax deductions for donations of land and/or
conservation easements. Motion carried.
Resolution No. 06: Brutscher moved, Hubbard
seconded, to approve Resolution #06 of 2005 that accepts and supports the
mutual aid agreement adopted by the County of Chester on February 10,
2005. This agreement allows for individual emergency service departments
to provide protection in the form of assistance to other municipalities
who are parties to this agreement. Motion carried.
Public Comment: No public comment.
Other Business:
Brutscher reported she had a meeting with Harwood and discussed the
Thompson correspondence, and they both agreed that more research was
needed to determine the best solution for this problem.
Brutscher said she had received another request from Susie Breiseth
about planting additional screening for her property from the Pocopson
Park parking lot on Locust Grove Road. Harwood said he would plant more
evergreen trees at this location in the park.
Roads / Building Inspection: Harwood reported
that the township’s road crew unblocked the pipe on Northbrook Road, and
he had inspected Northbrook Road for flooding during Saturday’s rainfall
and did not find a problem with flooding. Harwood reviewed John Fenn’s
recalculation of stormwater at the Olmsted Development, and this report
shows that no significant stormwater is coming down Northbrook Road from
the Olmsted Development.
Harwood reported that he made a trip to a roundabout located in Maryland
and observed traffic flow through the intersection. Harwood expressed
concerns about how effective a roundabout would be at the County prison
location.
Harwood also reported he was purchasing a John Deere tractor for mowing
and snow plowing. John Deere offered the best price discount to the
township.
Municipal - Coop Bids: Brutscher moved, Hubbard seconded to
accept the low bidders from the Municipal Cooperative of Southern Chester
County for highway materials that was advertised in the ‘Daily Local News’
on February 11 and 16 as follows:

Motion carried. The bids are on file in the township offices.
Minutes of March 28,
2005: Hubbard said to table the minutes of the March 28, 2005 until
the next meeting when Supervisor Sellers would be present. Brutscher
agreed.
Treasurer’s Warrants:
The warrants were approved and signed as submitted.
Adjournment: The meeting was adjourned at
9:15 a.m.
