Board of Supervisors’ Meeting

8:45 a.m., Monday, May 9, 2005

     Sellers called the meeting to order at 8:52 a.m. and dispensed with the pledge of allegiance.  Supervisor Hubbard was in attendance along with Road Master and Building Inspector, Bill Harwood. 

Open Space Report:  No report. 

Ordinance Number 2 of 2005:  Sellers said this ordinance has been advertised in ‘The Daily Local News’ on April 24th and May 1st and reviewed by the County Planning Commission letter dated April 25, 2005.

Motion:  Sellers moved, Hubbard seconded to adopt ordinance #2 of 2005 that Subdivision and Land Development chapter of the Pocopson code as follows:  Amends definition section 202 to add subsection 202.39A, “Professional Consultants” and amends section 903 to provide for applicant payment of certain review fees; Also amends the Zoning Chapter of the Pocopson Code, by adding subsections 306.D and 306.E to provide for certain exemptions from area and bulk regulations for pre-existing parcels.
Motion carried with both in agreement.

Supervisor Georgia Brutscher entered the meeting at 9:00 a.m.

Northbrook Road Drainage Issue:  Hubbard reviewed the May 4th correspondence from John Fenn, township engineer, that addresses storm drainage conditions which  resulted in water backup or excess erosion during recent heavy storms.  Hubbard said a copy of this correspondence should be forwarded to the PennDOT representative who attended the meeting held at the site on April 14, 2005. 

Resolution No. 07 of 2005:  Sellers moved, Hubbard seconded to approve Resolution #07 that empowers the local tax collector, Berkheimer, to impose and retain costs of collection on delinquent taxes.  Motion carried with all in agreement.

Public Comment:  No public comment.

Roads / Building Report: 
Building Report:  Harwood asked the Board when they would like to interview applicants for the Building Inspectors position.  Brutscher suggested Tuesday, Thursday, or Friday in the morning.  The Board agreed.

Roads:  Harwood reported the road crew had replaced pipes on Lenni Drive to correct drainage problems, gabion baskets have been ordered for Creek Road and pot holes have been filled there.   Harwood said he was applying to DEP for a grant through their recycling program to purchase a new pick-up truck for the township.  Harwood reported that Wes McCoy and himself would be getting certified in the next few weeks to handle the insecticide for the deer feeders. 

Brutscher reported that an illegal real estate sign has been placed on a telephone pole in Osborne Circle and asked Harwood to remove it. 

County Prison Project:  Sellers reported that Donald Thomson, County representative, has presented the roundabout concept to the County Commissioners, and the township is waiting for the Commissioner's comments.

Winterwood – Escrow Release No. 08:  Brutscher moved, Sellers seconded to approve escrow release No. 08 in the amount of $30,557.00 in connection with improvements at the Winterwood project.  This release includes an inspection sum of $677.00 that is payable to Pocopson Township.  Motion carried with all in agreement. 

Minutes of April 25, 2005:  Sellers moved, Brutscher seconded to approve the minutes of April 25, 2005 as amended.  Motion carried.

Treasurer’s Warrants:  The warrants were signed and approved as submitted.

Adjournment:  The meeting was adjourned at 9:50 a.m.
