| Board of Supervisors Meeting Minutes June 9, 2003
Announcements: Brutscher announced that on June 10 the County is hosting a meeting at the Pocopson Elementary School to discuss the county prison expansion plans with the public. Brutscher announced that the Toll Brothers PRD Hearings will continue on Wednesday, June11, 2003 at 7:00 p.m. here in the township building. Pennwyck/ Tom Cappie: Sellers said he had spoken with Ross Unruh and an extension is not necessary since this matter is in litigation. Sellers said the board could go ahead and pass the extension even though it is not necessary. Sellers moved, Hubbard seconded to grant an extension until July 14, 2003 to continue the plan review process of the Pennwyck Subdivision. Motion carried. Sellers said the board will have to present and discuss the plan and pass it at a public meeting. Brutscher recused herself from this discussion. Open Space Committee: Hubbard said Eve Herrick has resigned from the Open Space Committee on April 13, 2003. No other business was discussed. Other Business: The Board discussed how additional tax revenues could be generated for the purchase of additional open space. The Board discussed whether an ordinance should be passed to designate West Chester Borough police to be hired on an as needed basis for security during township meetings. This issue will be discussed further at another meeting. Brutscher said Pocopson Township should support the Scenic Byway designation for Route 52 through Pocopson Township in accordance with Kennett Township and Pennsbury Township. Brutscher agreed to handle the paperwork to have Pocopson Township participate in this program. Brutscher said that Waddington called Brutscher to report that the owner of the former Baily property across from Mr. Waddington’s property is doing excessive clearing of trees on the property. The Board discussed and agreed to have Harwood inspect the property, and Sellers said he would call Waddington to ask him to discuss this problem directly with his neighbor. Sellers discussed the Brandywine Conservancy drafting an environmental ordinance for the township, and the township consider seeking a grant from the County landscapes plan to cover the cost of the development of the ordinance and a public hearing. Sellers said he would bring a proposal to the next Board meeting. Sellers said he had met with George Asimos, Pennsbury Township, to discuss the former Johnson property, YMCA property. Sellers discussed moving the entrance 500 feet east of Denton Hollow Road as suggested in the traffic study that was done by Carullo Associates. Overlook Circle - Meshurle Property: Brutscher moved, Hubbard seconded to approve escrow release #2 in the amount of $30,767.00 in connection with improvements at the Overlook Circle. Motion carried. This release includes an inspection fee of $2,034.00. The secretary reported that Harwood had met with Mr. McNeil to discuss the location of the trail on this property. Minutes of May 28, 2003: Brutscher moved, Hubbard seconded to accept the minutes of May 28, 2003 as amended. Motion carried. Warrants: The warrants were approved and signed as submitted. Sellers asked the secretary to have the road crew pick up the real estate signs in the township. The secretary agreed to take care of this.
