Board of Supervisors' Meeting Minutes

8:45 a.m., Monday, June 11, 2007

  Sellers called the meeting to order at 8:45 a.m. and dispensed with the pledge of allegiance.  Supervisors Brutscher and Hubbard were in attendance.  Bill Harwood, Road Master, was also in attendance.

Announcements: 
Brutscher reported she would attend the Conditional Use Hearing in East Bradford on Wednesday night at 7:30 p.m. to get the township on the official record.  The secretary will attend the Historic Committee meeting on Wednesday night to discuss paint colors, window sashes, Meadow Brook Builders payment for the roof replacement, and rain gutters.  The Board agreed Harwood should replace the electrical box in the schoolhouse at a cost not to exceed $1,000.

Hubbard reported he had attended a meeting at the Pocopson Park for Founders Day to determine location of tents, food facilities, and activities.

The Hipkins property was discussed and Brutscher said she would compose a letter to Andrea Morris, resident, addressing her concerns.  The zoning officer, Suzanna Cointot, will send a letter to the new property owner (Hipkin's property) requesting him to remove the storage trailers off of the property.

County Trails Grant:  Sellers pointed out the township needs to expedite the trail installation project as the County’s $144,000 matching grant will have to be used before year end.

Norcini & T.A.G. Builders:  Brutscher said she would attend the Conditional Use Hearing scheduled for Wednesday the 13th for the TAG/Norcini project for ten homes in East Bradford township.  The Board expressed concerns with the entrance, preserving trees, and the drainage basin located in front of the historic house.  Brutscher said she would make sure these concerns were entered on to the official record at the Conditional Use Hearing.

Roads: 
Harwood requested the Board to accept the following low bids for highway materials and services:
Bid advertised in the ‘Daily Local News’ on March 1 and 8;
1)      PSX, Inc. -  line stripping

2)      Martin Limestone, Inc. – road materials

3)      Highway Materials, Inc. – road materials

4)      Asphalt Industries, Inc. – RC250 for tank, truck, driver and hose man per hour

Bid advertised in the ‘Daily Local News’ on April 25 and May 3;
1)  Asphalt Industries, Inc. – super asphalt mix, milling before paving

Motion:  Sellers moved, Brutscher seconded to approve the low bids recommended by Road Master Harwood as noted above submitted by the Municipal Cooperative of Southern Chester County.  Motion carried.

Courts at Longwood – Maintenance Bond:  Brutscher moved, Hubbard seconded to release the 18 month maintenance bond for Courts at Longwood.   Motion carried.

Regular Meeting Minutes:
Motion:   Hubbard moved, Sellers seconded to approve the minutes of April 23rd as amended.  Motion carried. 

Motion:    Brutcher moved, Hubbard seconded to approve the minutes of May 14th and May 29th as submitted.  Motion carried. 

Founders Day:  Hubbard requested the Board to approve Bill Harwood and himself to work on the construction of the pavilion and the tot lot at Pocopson Park.  These projects are time sensitive and should be completed before September 15, Founders Day.  The Board agreed with the suggestion. 

Executive Session:  The meeting was closed at 9:40 a.m. to discuss personnel matters.

Adjournment:  The meeting was adjourned at 11:45 p.m.
