Board of Supervisors' Meeting Minutes

8:45 a.m., Monday, June 12, 2006

     Sellers opened the meeting at 8:45 a.m. with the pledge of allegiance.  Supervisors Hubbard and Brutscher were in attendance. 

Minutes of May 22, 2006:  Sellers moved, Hubbard seconded to approve the minutes of May 22, 2006 as amended.  Motion carried with all in agreement.

Announcements:  Brutscher announced that the KARPC does not meet until September.  The secretary reported that the Spring Newsletter will be in the mail this Thursday. 

Brandywine Conservancy - Update of Trails Project:  Robert Flinchbaugh, P.E., Regester Associates, Inc. was present.  Flinchbaugh reviewed the proposed trail that will run along Wawaset Road beside the county prison property.  Flinchbaugh said there are three stream crossings that will require DEP permits for this proposal.  The bike trail that runs past the Juvenile Detention Center will be located between the road and the berm.  Flinchbaugh said a topo will be needed for this area of the plan.  Sellers asked Flinchbaugh to get an estimate for the stream crossing located at Lenape Unionville Road across the street from the PECO substation.  Flinchbaugh said he is anticipating receiving the CAD files from the County Prison Project sometime later this week.  Flinchbaugh said the wetland locations will have to be delineated and shown on the plans.  Sellers said wetlands in the vicinity of the Roundabout will have to be delineated also.  An NPDES permit will be required for this project because of the amount of soil disturbance required for the trails Flinchbaugh noted.  Flinchbaugh said some wetlands and soil testing will be necessary for this project.  Flinchbaugh concluded that the plan he presented today established where the trails and bikeways will be located.  The next steps will be to determine costs associated with permits and soil testings.  Flinchbaugh thanked the Board for their time and said he would come back before the Board when he had more information to report. 


Referendum Task Force Committee:  Sandy Retzlaff, Steve Conary, and Tom Bierl were present.  Retzlaff presented at memo dated June 12, 2006 to the Board with three recommendations from the committee: 

1.      Re-charter the existing Open Space Committee as the Parks and Trails Committee.

2.      Appoint an Open Space Advisory Committee.

3.      Instruct Township Solicitor to prepare and advertise an ordinance to implement the tax approved by
   referendum including the five-year sunset provision.

The Board agreed to implement these three recommendations.

Conary reported that the final Task Force meeting will be on June 27th at 3:30 p.m.

 

Township Road Closings:  Sellers said he would like to get the road closings, Larkin – Baily Road and Bragg Hill Road, moving forward.  Brutscher said she would look into this issue. 

Hallelynn – Becker Project:  Sellers moved, Hubbard seconded to approve Escrow Release #02 dated June 9, 2006 in the amount of $159,607.00 in connection with improvements at the Hallelynn project.  There is no inspection fee associated with this release.  Motion carried with all in agreemen
t.


Treasurer’s Warrants:
  The warrants were approved and signed as submitted.

  The meeting was adjourned at 10:10 a.m.
