Board of Supervisors Meeting Minutes

June 23, 2003

Sellers opened the meeting at 8:48 a.m. with the pledge of allegiance.  Supervisors Brutscher and Hubbard were present.  Also present was Bill Harwood.

Announcements:  Brutscher announced the Toll Brothers PRD Hearing will continue on Wednesday, June 25th at 7:00 p.m. in the township office.   

The Library Consortium meeting is rescheduled to Thursday, September 18, 2003 at West Marlborough.

Olmsted – Escrow Release #3A – 2:  Brutscher moved, Hubbard seconded to approve escrow release #3A, Escrow Release #2 in the amount of $90,725.95 in connection with improvements at the Olmsted subdivision.  This release was approved with a condition that the 28 evergreen screening trees on Route 842 be deducted from this release in the amount of $3,920.00 until they are installed.  Motion carried. 

Brutscher moved, Hubbard seconded to approve and sign the escrow agreements for Olmsted – Phase 3B which total $370,900.  This approved escrow amount includes approximately $54,000 in additional sums for inspection and contingency required by the Township in excess of the contract with Brubacher Excavating, Inc.  Motion carried.  These documents will be sent to John Fenn for his signature. 

Open Space Committee:  Hubbard reported the committee is working on connecting the trail system throughout the township, and discussed the ‘Friends of the Park.’  Brutscher said she is attending the July Open Space Meeting to present information to the committee on possibly forming an EAC (Environmental Advisory Council.)

Other Business:

Brutscher said a resident has called her about water running down Davidson Road and eroding the resident’s driveway.  Harwood said he would speak with the resident.

Mr. Becker discussed the drainage problem with his property on Pocopson Road.  Mr. Becker said he has contacted the Pocopson Elementary School to discuss a resolution to the run-off that is accumulating on his property every time there is a rain.  Harwood said the best solution would be to pipe the water under the railroad tracks.  Hubbard suggested having the township engineer evaluate this situation and make a recommendation how best to address the problem.

Roads:  Harwood said he would like to purchase 3 Nextel phones which include a radio system that operate like walkie-talkies to improve communications with the road crew.  Hubbard moved, Brutscher seconded to approve the purchase of 3 Nextel phones to improve communications among the township employees.  The 3 beepers the road crew currently have will be discontinued and sent back.

Harwood discussed the weekend rainstorm and various problems that occurred in the township during the heavy rains.  Harwood said the emergency access at Waterglen needs to be marked and the grade lowered to make it more passable for cars.

Minutes of June 9, 2003:  Hubbard moved, Brutscher seconded to accept the minutes of June 9, 2003 as amended.  Motion carried.

Purchase of Coosa Dogwood Tree:  The Board discussed and approved the purchase of a Coosa Dogwood tree in remembrance of  Mr. Robert Drobish, Mary Beth Drobish’s husband, who passed away on Friday, June 20, 2003.  Brutscher said she would make the necessary arrangements.

Executive Session:  Sellers moved, Brutscher seconded to close the regular meeting at 8:25 p.m. to go into an executive session to discuss a settlement of the litigation on the Boucher property with Jack Becker.  Motion carried.

Sellers reconvened the regular meeting at 9:20 p.m.

Adjournment:  The meeting was adjourned at 9:22 p.m.
