Board of Supervisors Meeting
7:30 p.m.., Monday, June 25, 2007
Sellers called the meeting to order at
7:36 p.m. and opened with the pledge of allegiance. Supervisors
Brutscher and Hubbard were in attendance along with Bill Harwood, Road
Master; Sandy Retzlaff, PR&T Committee; and Steve Conary, PC Member.
Announcements:
Brutscher reported John Fenn, township engineer, and herself attended the
Conditional Use Hearing for the TAG / Norcini Development in East Bradford
Township. Brutscher said she would like Pocopson Township to be first on
the hearing agenda once the applicants are through putting on their case.
Sellers reported Hubbard and himself had met with
various officials i.e. PennDOT, Dee Durham of SAVE, DVRPC to discuss the
proposed Route 52 roundabout.
Parks, Recreation, & Trails Committee:
Hubbard reported the company that is providing pony rides for Founders Day
does not have their own liability insurance. The Board members agreed to
hire “My Little Pony” pony rides for Founders Day if the township’s
insurer will agree to add them to the township’s certificate of insurance
and hold them harmless for the event.
Hubbard reported Rick Hostetler, Unionville Chadds
Ford School District and himself were meeting on Wednesday, June 27 to
discuss open issues on the trail easement located on the Pocopson
Elementary School property.
Hubbard reported the Brandyridge HOA has contacted
the township about the steps to Creek Road that connect the Brandyridge
walking trail to Creek Road. Hubbard informed the HOA the steps will not
be installed until the Route 52 and Creek Road road improvements are
completed.
Retzlaff reported the Evos Recreation Company is
sending construction specifications to the township. Retzlaff said the
40’ x 60’ pad should be reviewed to make sure it is adequate for the
site. Hubbard said a construction plan is necessary to complete the site
work for the installation of the tot lot.
SCALEBY FARM: Scott Megill & Wayne Megill,
Megill Homes Inc. were present to discuss their final plan.
Sellers reviewed the resolution for the Scaleby Farm Subdivison. Scott
Megill said the interior trails are being removed from the final plan as
requested by the Board and the plan will be brought in for signing at the
next Board meeting.
Motion:
Hubbard moved, Brutscher seconded to accept Resolution #05 of 2007 the
final land development plan for Scaleby Farm subdivision, consisting of 23
sheets prepared by Regester Associates, Inc., dated June 30, 2003, last
revised April 25, 2007, is hereby approved subject to the conditions
listed in this resolution.
Motion carried.
Toll Brothers – Sewage Plant – Bond Reduction:
Motion: Sellers moved, Brutscher seconded to approve bond
reductions #1, #2, and #3 for the construction of the wastewater treatment
plant at the Toll Brothers, Riverside Community. Motion carried.
Brenda White Farm: Sellers moved, Hubbard
seconded to grant the Brenda White Farm an extension for plan review until
September 10, 2007. Motion carried.
Conary reported on the June Planning Commission meeting.
Roads Report: Harwood reported the
township’s road crew had tar and chipped Marlboro Road, half of Corinne
Road from the prison to the Locust Grove schoolhouse, Brooks Road, and a
portion of Haines Mill Road. Harwood reported storm drain markers
will be installed this week. Harwood also said he is considering
changing trash collectors to save the township money.
Public Comment: No public comment.
Historic Committee Bylaws: The Board
discussed the Historic Committee bylaws and made some minor changes.
Brutscher said once the final changes are made, she would present the
document at the next Historic Committee meeting.
Minutes of June 11, 2007: Brutscher moved, Brutscher seconded to
approve the minutes of June 11, 2007 as amended. Motion carried.
Treasurer’s Warrants: The Board approved and signed the warrants as
submitted.
Other Business: The Board discussed and agreed the office will be
closed on Fridays at noon throughout the summer.
Resolution # 06 of 2007 : Sellers moved, Brutscher seconded to
approve resolution No. 06 which authorizes the township’s solicitor to
file an injunction against Brandon Margera to enjoin his continued
violation of township zoning and building ordinances at his residence
located at 435 Hickory Hill Road. Motion carried.
It was noted that Keystone Municipal should be citing
Margera for the treehouse structure on this property since it was
constructed without permits.
Adjournment: The meeting was adjourned at
