Board of Supervisors' Meeting Minutes

8:45 a.m., Monday, July 9, 2007

   Sellers called the meeting to order at 8:45 a.m. and opened with the pledge of allegiance.  Supervisors Brutscher and Hubbard were in attendance.  Bill Harwood, Road Master, and Steve Conary, PC member, were in attendance.

Scaleby Farm Subdivision:  Scott Megill was present.  Scaleby documents were signed, Road Improvement and Construction Agreement and the amended trails plan.  Scott said he would bring back the recorded documents to the township.

Announcements: 
Conditional Use Hearing – Brenda White Farm, July 23 at 8:00 p.m.  

The semi-annual meeting of committee chairs will be postponed until the fall since so many people are vacationing this time of year. 

KARPC Report:  Brutscher said the state police attended the KARPC meeting and discussed traffic controls in the area.   Brutscher reported the region is conducting another study on police protection for the region.  The last study was completed approximately ten years ago.  Brutscher reported that accident reports are available by request to the townships.
Terry Gumpper, resident, expressed his opinion that he was not in favor of regional or township police force.  Brutscher said she will prepare a letter to the Avondale State Police Barricks requesting more coverage in the township on Route 52, West Creek Road, and Lenape Unionville Road during the school year. 

Parks, Recreaton &Trails Committee:  Hubbard reported the trail on the Hipkin’s property will have to be mowed.  Bill Brown, resident, filled the post holes that are in the general location of the trail.

The committee expressed concern about speeding on Route 842.

AQUA America:  The Board discussed Elaine Doyle’s email of July 7th requesting public drinking water.  Brutscher will write a letter to Ms. Doyle informing her that she should contact AQUA America about running public water to her residence.  This is not a township responsibility. 

Toll Brothers - Escrow Release #04:  The Board agreed to table this escrow release until the next Board meeting to allow Toll Brothers and John Fenn time to resolve the outstanding inspection fee issue.

Tom Cosgrove/Minor Subdivision:  Mr. Cosgrove was present to request the $2,500 open space contribution that was part of his final subdivision plan approval be waived.  The Board informed Mr. Cosgrove that the owner of the newly created lot is responsible for the $2,500 contribution to open space at the time of building permit issuance.  Mr. Cosgrove would not have to pay the $2,500 contribution on his existing lot.  Mr. Cosgrove thanked the Board for their time.


Roads Report:  Harwood said the road crew had tar and chipped Haines Mill Road, Brooks Road, Marlboro Road, and the prison side of Corinne Road.  Lenni Road, Clearview Road, and Crestview Road were treated with precoat.  Harwood reported that paving has significantly increased in price.  Sellers asked Harwood to check with Dr. Spancake to see if the evergreen trees at the vet clinic are a required part of the land development agreement.  

Minutes of June 25, 2007:  Brutscher moved, Sellers seconded to approve the minutes of June 25th as amended.  Motion carried.

Treasurer’s Warrants:   The warrants were approved and signed as submitted.

Other Business:
The Board agreed to hold a work session on Friday, July 13th at 4:30 p.m. to discuss and prepare for the Brenda White Farm conditional use hearing.

Adjournment:  The meeting was adjourned at 10:02 a.m.
