Board of Supervisors’ Meeting
8:45 a.m., Monday, July 10, 2006
Sellers called the meeting to order at 8:55 a.m.
and opened with the pledge of allegiance. Supervisors Hubbard and
Brutscher were in attendance along with Steve Conary, Planning Commission
member.
Announcements: Hubbard announced that the
Board is meeting with DEP on Friday to discuss bridging the creek at
Overlook Circle and to investigate other creek crossings to link existing
trails in the township.
Open Space Committee: Sandy Retzlaff, Chair,
was present to discuss the installation of the township trail on the
Hipkin’s property located off of Lian Drive. Chris & Peggy Conaway were
also present. Chris Conaway said there is a fence across the emergency
access for Cannon Hill. Hubbard reported that Harwood has mowed the trail
and installed signs indicating where the trail is located. Sellers said
installing stone dust would be problematic due to the slope of the trail.
It was noted that the new trail easement should be transferred to the
master trail plan. Retzlaff said the committee would walk the trails and
determine if the existing fence is interfering with the new trail and
report their findings back to the Board.
Brandywine Conservancy – Update of Trails
Project: Robert Flinchbaugh, P.E., Regester Associates, Inc.; Sheila
Fleming, Brandywine Conservancy; and Kim Burgess, CCPC; were present to
present a progress report on the trails project. Flinchbaugh said he had
received autocad files from the engineer and had completed getting
information onto the plans. Flinchbaugh said he is currently working on
storm water management in accordance with township standards. Flinchbaugh
reviewed the changes from last month’s board meeting.
1. Relocated trail to front of pump house on prison property.
2. Discuss relocating the trail on the northern end of the project.
Still needs to be discussed with Don Thompson.
3. Biketrail crosses Wawaset Road and is confined within the right of
way. Sellers noted there is access right of way being dedicated as part
of the prison property plan.
4. Updated bike trail and connected to the trail at the rear of the
buildings.
5. Connected bike trail to the intersection.
Flinchbaugh said a stream crossing is involved and he
has kept the trail out of the wetlands as much as possible.
Flinchbaugh presented a proposal from Vortex
Environmentals to do a wet lands delineation for the stream crossing
(stone dust trail) at a cost of $1,200, with an additional cost of $500 to
map it. Flinchbaugh said he would contact Vortex and provide an updated
proposal with a not to exceed clause on the costs of the study.
Flinchbaugh thanked the Board for their time and said he would report back
at a future meeting.
Scaleby Farm - Resolution No. #08: Motions
Brutscher moved, Hubbard seconded to approve Resolution No. 08 of 2006
which acknowledges the sewage facilities planning modules conform to
applicable sewage related zoning and other sewage related municipal
ordinances as related to the township’s Act 537 plan. Motion carried.
All agreed.
Brutscher moved, Hubbard seconded to grant an
extension to September 4, 2006 of the Scaleby Farm subdivision plan
review. Motion carried. All agreed.
Road Closings: Brutscher reported on the
status of the road closings. Brutscher said landowner’s agreements
affected by the Larkin Baily Road closing are still outstanding except for
the Cousins’. Brutscher said she had been speaking with the landowners
who are affected by the Bragg Hill Road closing, and they are in agreement
with the closing. Brutscher reported that a hearing should be advertised
for the end of August; and hopefully, all agreements from affected
landowners would be executed and collected by then, and both roads can be
closed by September.
Hallelynn - Escrow Releases:
Brutscher moved, Hubbard seconded to
approve escrow release #03 in the amount of $38,450.00 in connection with
improvements at the Hallelynn subdivsion with an inspection fee of
$1,402.00. Motion carried.
Brutscher moved, Hubbard seconded to approve escrow
release #04 in the amount of $53,872.00 in connection with improvements at
the Hallelynn subdivsion. There are no inspection fees associated with
this release. Motion carried.
Treasurer’s Report & Warrants: The secretary
presented the six-month Treasurer’s Report, and the warrants were approved
and signed as submitted.
Executive Session: Brutscher moved, Hubbard
seconded to adjourn to an executive session at 10:15 a.m. to discuss
financial matters. Motion carried.
Adjournment: Sellers adjourned the meeting at
11:10 a.m.
