Board of Supervisors Meeting Minutes

July 28, 2003

Supervisors Present:          Bill Sellers, Georgia Brutscher & Zeke Hubbard

Pledge of Allegiance:

Announcements:  Georgia Brutscher will attend the Route 52 Scenic Byway meeting on Tuesday, August 5, 2003.

Open Space Committee:  Zeke Hubbard stated that they will invite Margot Taylor of the Kennett Township Environmental Advisory Council to attend the October 14, 2003 meeting.  He stated that they also discussed trails and how to keep people from blocking them.    

Chester County Prison Expansion:  No one was present to address issues

Olmstead – Escrow Release:   Olmstead submitted an escrow release no. 10 for phase I in the amount of $8,550.00.  Georgia Brutscher moved to release escrow no. 10 for Olmstead in the amount of $8,550.00.  Zeke Hubbard seconded the motion and it carried with all in favor.

Megill Extension:   Megill Homes submitted a request for an extension until September 23, 2003.  Georgia Brutscher moved to accept the extension until September 23, 2003 for the Winterwood development.  Zeke Hubbard seconded the motion and it carried with all in favor. 

Becker Property:  The Supervisors discussed John Fenn’s letter regarding the drainage issue from the Pocopson School property onto Becker’s property.  Bill Harwood stated that there is a retention basin on the Pocopson School property and it runs down into Becker’s property.  Harwood also stated that the Pocopson School agreed to replace it with an 8” pipe.  The Supervisors support the Township Engineer’s recommendation to install an 8” pipe, and they will send the recommendation to Mr. Becker and Pocopson School.  They discussed other ways to prevent runoff.

 Zoning Hearing Board Applications:

Krewson Property:  The Applicant is requesting a Variance to build a single family dwelling on an undersized lot located on Parkerville Road.  The original house was demolished ten years ago.  The Supervisors require that a back up septic system be shown on the plan.  The Applicant should revise the plans and show a secondary septic system and present it to the Zoning Hearing Board.  The Supervisors also request that the Applicant show where the old septic system was located and what type it was. 

Hanslin Property:  The Applicant is requesting a Variance to demolish a ranch house and build a new home on Creek Road because the lot width is 195 ft vs. the required 200 ft.  The Supervisors requested that they do not get a permit to build unless they have a septic permit from the Chester County Health Department.  The Supervisors requested that Bill Harwood check the lot to see if it has sufficient sewage.

Planning Commission:  Bill Waddington reported that the Chester County Prison made a presentation at the July meeting and discussed road classifications and the road r-o-w’s.  He stated that they suggested that Andy Rau give the determination.  Bill Sellers stated that the Supervisors may be willing to waive the requirement for the road r-o-w.   Bill Waddington stated that there were complaints of people not stopping at Wawaset and Corrine Roads.  He stated that the Planning commission has serious concerns with the landscaping and berms that are proposed and they would like to have someone review the plan for accuracy and Ordinance requirements.  Georgia Brutscher moved that the Board of Supervisors accept Gary Burchams bid of $800 to review the County’s landscaping plan.  Zeke Hubbard seconded the motion and it carried with all in favor.    The Supervisors stated that the Prison should grant an extension letter.  Bill Waddington discussed the trails system and Zeke Hubbard replied that the trees must be on the outside of the trails.  This issue will be discussed at the next Supervisors meeting.  The Planning Commission recommended that the sewage plan and traffic study, etc. be reviewed.  Bill Waddington stated that the next meeting will be August 20, 2003 at 7:30.

Winterwood Subdivision:  Bill Waddington discussed trees being removed.

Wright Subdivison:  The Planning Commission agreed that the road should remain private. Bill Harwood suggested that they close the lot between Cooper’s and Wright’s and the intersection and the Ropert’s and the Wright’s. 

Public Comment:  A few residents discussed the Chester County Prison Expansion.   

The Supervisors discussed the status of several road issues in the Township with Bill Harwood.

Minutes:  Georgia Brutscher moved to accept the July 14, 2003 minutes as distributed.   Zeke Hubbard seconded the motion and it carried with all in favor.

Treasurer’s Warrants:  The warrants were approved and signed as submitted.

Adjournment: The meeting adjourned at 9:25 p.m.
