Board of Supervisors Special Meeting Minutes

8:00 a.m., Friday, September 14, 2007

  Sellers called the meeting to order at 8:00 a.m. and opened with the pledge of allegiance.  Supervisors Brutscher and Hubbard were in attendance.

The special meeting was advertised in the ‘Daily Local News’ on September 12th 2007.

BHO Investors L.P. / Brenda White Farm: 

Present were:  Jim Fritsch, Regester Associates Inc., Tom Pancoast, BHO Investors, L.P., Bunny Meister, several members of the Benzel Family Trust, Mr. Mark Thompson.

The proposed final conditions from the Conditional Use Hearings held on July 23rd and August 13th were discussed at length with the applicant.  Included in this discussion, Item # 18 relating to a contribution by the applicant to future road improvements on Bragg Hill Road due to development.  The applicant expressed his opposition to this amendment and pointed out that road improvements have been discussed at previous site meetings, planning commission meetings, and supervisors meetings, and never included the applicant paying a proportionate share of the cost to widen and improve Bragg Hill Road for future development.
Item # 18 in the proposed conditions was deleted by the Board.

The Board requested the applicant to widen Bragg Hill Road for pull-off areas and oil & chip Bragg Hill Road up to the private entrance road that serves the five lots.  Also agreed upon was that no outbuilding would exceed 35’ in height, and there would be no metal exteriors on outbuildings. 

The Board noted that Lot #05 would have no riding arena.  The applicant agreed.

Sellers moved, Brutscher seconded to grant the BHO Investors, L.P. / Brenda White Farm project preliminary plan approval on a plan, prepared by Regester Associates, Inc. and now consist of 11 sheets, dated March 29, 2007 and revised June 18, 2007 with the following two conditions:
Motion:

1)  The plan is subject to complying with the conditions developed from the Conditional Use Hearings held on July 23, 2007 and August 13, 2007.
2)  Addressing all comments in John Fenn’s letter dated July 11, 2007.
Motion carried.  All agreed.

Personnel Manual:  The Board discussed holding another meeting with township employees in the morning on October10th at 9:00 a.m. to discuss changes to the Personnal Manual before final adoption.

 Adjournment:  The meeting was adjourned at 8:49 a.m.
