Board of Supervisors
Regular Meeting
7:30 p.m., Monday, September 24, 2007
The meeting was called to order at 7:30 p.m. and
Brutscher dispensed with the pledge of allegiance. Present were
Supervisor Hubbard and Road Master, Bill Harwood.
Absent was Supervisor Sellers.
Announcements: Brutscher announced she had attended the
Route 52 Byways Committee meeting, and the committee is choosing a
management company to prepare the Route 52 Byways Management Plan.
Brutscher said she had also attended the KARPC
meeting, and the regional police force was discussed. A representative
from TMACC also attended the meeting and presented a report on public
transportation.
Stream Team: Bill Haaf, Chairman of the newly
formed Stream Team, gave a report. The Stream Team currently has 10
members, and is still hoping to gain a few more. Many members of the team
have been trained at the Stroud Preserve in macro-invertebrate training
and two stream samplings on Pocopson Creek are scheduled. Haaf said
Birmingham Township has allowed the team to borrow their Chemetrics test
instrument.
Haaf reported the team has developed goals and objectives. The team is
planning a riparian planting this fall at Pocopson Home on a small
stream. Haaf suggested the township educate residents about the benefits
of planting trees and bushes near stream banks on their properties. Haaf
said the committee is requesting $1,000 to be budgeted in 2008 to purchase
a Chemetrics V 2000 test instrument to test water quality of streams in
the township and an additional $100 per year to purchase reagents for the
test instrument. The Board agreed with the committee’s request.
Brutscher suggested the township consider a fee to
test resident’s ponds for water quality once the instrument has been
purchased.
Motion:
Brutscher moved, Hubbard seconded to add an expenditure to the PR&T budget
for 2008 of $1,100 for the purchase of a Chemetrics V 2000 test
instrument, which will cost approximately $1,000. Reagents will cost an
additional $100 per year.
Motion carried.
Bill Haaf recommended the township consider an energy audit to determine
what areas the township could become more effective in controlling energy
costs and also to set an example for township residents to conserve
energy. Haaf said he will make a presentation at the December meeting if
the Board was in agreement.
Brutscher and Hubbard agreed to hear the presentation.
Roads: Harwood said the road crew has been mowing, repairing
potholes, and will be stripping roads in the near future.
Harwood said he was waiting for a contractor’s
estimate to begin the repair of the collapsed storm drain at Beversrede
Road and Haines Mill Road.
Treasurer’s Warrants: The warrants were approved and signed as
submitted including six invoices related to construction of the pavilion
that will be paid out of the Community Resource Fund.
Motion:
Brutscher moved, Hubbard seconded to rename the PLGIT, Community
Resource Fund to Parks, Recreation & Trails Fund. The money in
this fund is primarily used for park improvements, trail installation and
easements, and maintenance equipment.
Motion carried.
Other Business: Brutscher requested the secretary to send a
registered letter sent to Michael Persons regarding destruction of
township property. Mr. Persons is galloping his horse through the park
and destroying turf.

Motion Brutscher moved, Hubbard seconded to approve the minutes as
amended. Motion carried.
