Board of Supervisors' Meeting Minutes

7:30 p.m., Monday, September 26, 2005

   Supervisor Sellers called the meeting to order at 7:35 p.m. and dispensed with the pledge of allegiance.  Supervisor Hubbard was in attendance along with Bill Harwood, Building Inspector and Zoning Officer.  Steve Conary was also present from the township’s Planning Commission.  Absent was Supervisor Brutscher.   

Announcements:  The secretary announced that township officials are invited to a meeting to discuss new flood insurance maps and a flood insurance study at the township government services center on Friday, September 30th at 8:30 a.m. to 11:00 a.m.  

The secretary read a letter into the record from Township Supervisor, Ezekiel Hubbard.  (See attached letter)

Sellers reported Representative Barrar’s office contacted him to see if the township would consider tax forgiveness for the potential buyers of the Lenape Forge property.

Open Space Committee:  Hubbard reported that the committee is exploring different ways of funding open space. 

Historic Committee:  Sarah Mims presented a list of historic properties (at least 100 years old) in the township that the committee has compiled.  Mims also presented a letter dated September 26, 2005 with suggested language that could be added to the zoning ordinance in order to preserve historical resources in the township.  Mims discussed forming a historical commission vs. a historical architectural review board.  She also pointed out that forming a certified local government would make the township eligible for significantly more grant money.  Mims reported that the committee is working on a packet of information on one-room schoolhouses for teachers at the Unionville-Chadds Ford School District that could eventually be incorporated into a student field trip to the schoolhouse.  Sellers said a meeting should be scheduled soon with the Committee to discuss the new roof for the schoolhouse.

William Waddington – Minor Subdivision Plan Extension:  Hubbard moved, Sellers seconded to grant an extension to the review of the William Waddington minor subdivision until December 31, 2005.  Motion carried.   

Olmsted – Escrow Releases:  Hubbard moved, Sellers seconded to approve escrow release phase 1, number 15 for $14,779.50 in connection with improvements at the Olmsted project.  There is an inspection fee of $385.50 payable to Pocopson Township associated with this release.  Motion carried.

Hubbard moved, Sellers seconded to approve escrow release phase 2, number 13 for $17,852.00 in connection with improvements at the Olmsted project.  There is no inspection fee included with this release.  Motion carried.

Brandywine Conservancy Proposal:  Sellers said the discussion of the July 22, 2005, Brandywine Conservancy proposal for a referendum on the township’s primary ballot in the spring should be tabled until the next board meeting in October.

Public Comment:  No public comment.

Pocopson Township - Code of Legislation:  Sellers requested the secretary to have the township solicitor prepare the advertisement to adopt the codifying of the complete body of legislation of the township. 

Building Inspection/Code Enforcement:  Harwood said the road crew had tar and chipped several roads in the township.  Sellers said the Supervisors had interviewed a building inspector for the township.  Sellers said the new firm had suggested an ‘as built’ for new housing construction being incorporated into the township building codes.

Harwood reported the road crew aerated and fertilized Pocopson Township Park recreation fields.

Minutes of September 1, and September 12, 2005:  Sellers said the minutes of September 1st and 12th, 2005 are tabled until the next meeting.

Treasurer’s Warrants:  The warrants were approved and signed as submitted.  Conary reported he was working on reviewing the township financial statements to determine how much funding would be needed for purchasing more open space in the township. 

Adjournment:  The meeting was adjourned at 8:50 p.m.
