| Board of Supervisors' Meeting
Minutes 8:45 a.m., Tuesday, October 11, 2005 Bill Sellers called the meeting to order
at 8:50 a.m. and dispensed with the pledge of allegiance. Supervisors
Brutscher and Hubbard were in attendance. Also in attendance were Bill
Harwood, Building Inspector and Zoning Officer. Olmsted Subdivision / Escrow Releases: Sellers moved, Brutscher seconded to approve escrow release Phase 3A, escrow release #12 in the amount of $25,029.00. No inspection fees are associated with this release. Motion carried. Brandywine Conservancy / Assistance to the Pocopson Township Open Space Committee: Tara Tracy, Senior Planner, and Sandy Retzlaff, OSC, member, were present to discuss the revised proposal from the Conservancy dated October 10, 2005 to aid the township with establishing an open space referendum for the May 16, 2006 primary ballot. Tracy outlined the net costs and pointed out the Conservancy’s Municipal Assistance Program subscriber discount and grants are considered. Retzlaff said a priorities map would need to be developed that would identify areas in the township that are greenways, have ecological significance, trail connections, and/or scenic view sheds. The Board and Tracy discussed different methods of raising open space funds. Tracy said a financial plan should be developed establishing specific goals and how these monies would be used to achieve these goals. Tracy said part of the Conservancy’s services includes educating the residents about open space issues through public meetings and mailings including articles in the fall and spring newsletter. Brutscher suggested the Open Space Committee should run the campaign with support from the Board of Supervisors. Hubbard suggested that the BOS send a letter to the township’s three committees advising them of the board’s support for this referendum. Retzlaff said each township committee should have a representative on a sub-committee that would meet several times a month. The Board agreed that the project should be executed in the timeframe that would allow the referendum to be on the spring 2006 ballot. Tracy will attend the October 24th Board meeting to present a revised agreement from the Conservancy to the Board. Roads / Building Inspection: Harwood requested the Board to accept the salt bid submitted by International Salt Company from the Municipal Cooperative of Southern Chester County. Brutscher moved, Hubbard seconded to accept the bid from the Southern Chester County Cooperative of the International Salt Company of $53.94 per ton for deicing salt. Motion carried. Harwood reported that with the heavy rains this past weekend; the repairs to Northbrook Road have corrected the flooding problems that have been occurring in this area of the township. Harwood said there are two dead trees that should be cut down in the park, and should be included in next year’s budget. Harwood also reported there is a scammer in the township selling lightning rod installation. Brutscher said there should be a short article in the newsletter to alert the residents. September Meeting Minutes: Hubbard moved, Brutscher seconded to approve the minutes of September 1, 2005 as submitted. Motion carried. Sellers abstained, as he was not present at that meeting. Hubbard moved, Brutscher seconded to approve the minutes of September 12, 2005 as Amended. Motion carried with all agreed. Hubbard moved, Sellers seconded to approve the minutes of September 26, 2005 as amended. Motion carried. Brutscher abstained, as she was not present at that meeting. Treasurer’s Warrants: The warrants were approved and signed as submitted. Adjournment: The meeting was adjourned at 10:35 a.m. ______________________________
