Board of Supervisors’ Meeting

Monday, 8:45 a.m., November 10, 2003

Sellers opened the meeting with the pledge of allegiance at 8:45 a.m.  Supervisors Brutscher and Hubbard were in attendance.  Also present was Bill Harwood, Building and Zoning Officer.

Announcements:  The secretary announced there are two zoning hearing board meetings scheduled for November and December.  Brutscher reported that she had attended a scenic byway meeting at Pennsbury Township.  Brutscher said the secretary and herself would be completing the application later this week that will designate Route 52 as a scenic byway.

Open Space Report:  Hubbard announced the Open Space Committee is meeting tomorrow night.

Minutes of October 27, 2003:  Brutscher moved, Hubbard seconded to approve the minutes of October 27, 2003 as amended.  Motion carried with all in agreement.

Scaleby Farm Subdivision Extension:  Sellers moved, Hubbard seconded, to extend the review of the Gilpin tract/Scaleby Farm Subdivision until January 26, 2004.  Motion carried.  Yelton expressed his concern over the storm water management on this plan.  Sellers asked Yelton to document his concerns about storm water in a letter to the township’s Planning Commission.

Toll Brothers / Sheeder Tract:  Chris Shubert along with Victor Kelly presented the revised village plan for the Sheeder tract that was developed with the guidance of John Snook, Brandywine Conservancy, to the Board.  Schubert reviewed the placement of the various homes and facilities on the tract.  Sellers said the township would prefer a two-pond design for the sewage management facility.  Shubert said the additional homes and businesses that would tie into the facility total about 11,000 gallons a day.  Schubert said the wastewater management system for the community would be designed to handle its own waste water.  There was a general discussion about the necessity to properly handle the storm water coming off of this property.  Schubert said there are 46 single family homes, 67 village homes, 42 carriage homes, for a total density of 155 units.  Yelton asked about typical lot size for the homes.  Kelly and ? addressed his question.  Harwood asked if the common grounds would be maintained by the homeowners’ association.  Kelly said yes except the village homes and single family homes would be maintained by the homeowners.  The next executive session will be on November 20th at 8:45 a.m. to review the revisions to the horizontal and vertical alignment of the southern units on the tract.  Shubert said he had received the sewage facilities management agreement from Ross Unruh.

Pennwycke Subdivision:  Sellers reported that the township engineer, Hubbard, and himself had met with Mr. Cappie, his solicitor, and his bank in an executive session to discuss solutions to the various issues on the Pennwycke site.  There will be another meeting next week to continue these discussions.  Sellers said the two year storm water retention on the site is still an issue.

Courts at Longwood:  Brutscher asked if the guide rail had been replaced with the correct guide rail.  Harwood said he had met with David D’Agostino on several occasions and informed him that the guide rail is not correct.  It was agreed the guide rail must be corrected to the specifications that are on the plan.  A resident in Courts at Longwood has requested that his two building lots be joined as one building lot.  Sellers said this would be a minor subdivision plan, and the property should be deed restricted from another dwelling being built on this property.  Harwood said he would advise the resident.  Brutscher said the secretary will call Ross Unruh to have him advise the township how best to handle the seizing of the escrows at Brandyridge and Courts at Longwood.

Budget 2004:  The Board reviewed and made comments and changes on the proposed 2004 budget.  The Board discussed implementing an earned income tax and asked the secretary to contact Pennsbury township for a copy of the study that was done in Pennsbury Township.

Brutscher moved, Hubbard seconded to approve $7.00 an hour to hire Ashley Eckard to assist Bill Harwood with clerical work in the township garage office for approximately 15 hours per week.  Motion carried with all in agreement.

Treasurer’s Warrants:  The warrants were approved and signed as submitted.
