Board of Supervisors Special Meeting
8:30 a.m., Monday, November 19, 2007
The special meeting was advertised in the Daily
Local News on November 16, 2007.
Supervisor Sellers opened the meeting at 8:35 a.m and
dispensed with the Pledge of Allegiance. Supervisors Brutscher and Hubbard
were in attendance.
Resolution #12
Sellers read Resolution #10 of 2007 which:
-
accepts the resignation of Karen Eckard as the Township Secretary
and Treasurer;
-
appoints Margaret S. Lennon (Peggy Lennon) as acting/temporary
Secretary;
-
appoints Ezekiel C. Hubbard as acting/temporary Treasurer; and
-
transfers the Treasurer’s Fidelity Bond from Karen Eckard to
Ezekiel Hubbard.
Sellers announced that the pay rate for the Acting Secretary will be
$25.00/hour.
Motion: Brutscher moved, Hubbard seconded, to
adopt Resolution #10 of 2007. Motion carried with all in favor.
Delaware Valley Regional Financing Association:
Loan Signing
A public hearing was held at the November 12, 2007 Regular
Meeting of the Board of Supervisors concerning the intention of the
Township to borrow $2,500,000 for three years at a variable rate through
the Delaware Valley Regional Finance Authority (DVRFA) for the acquisition
of property interests to preserve open space. Motion: Brutscher
moved, Hubbard seconded to authorize the loan with DVRFA. Motion
carried with all in favor.
Chester County Minor Subdivision
On November 15, 2007, Hubbard, Sellers, and Planning
Commission Vice-Chair Steve Conary met with the County Engineer and Don
Thompson of the Facilities Department to inspect the Barnard House, which
is scheduled to be turned over to the Township. The L shaped section
behind house could not be inspected, but the structure looks sound. The
roof is aluminum and no leaks were visible. The interior will need
considerable work to be appropriate for public use. The County was asked
to fix the downspout.
There was discussion of whether the current tenant can
continue to live in the building when the Township assumes ownership.
Sellers will obtain details on the existing lease and potential insurance
issues. The building will have to be heated during the winter. Along with
periodically checking the building, the Public Works crew will dig out a
tree stump and will cut the bank back near the garden, moving the dirt
behind the barn or south of the garden away from the flooplain area.
