  Brutscher called the special meeting to order at 8:45 a.m. and dispensed with the pledge.  Supervisor Hubbard was in attendance along with Bill Harwood, Building Inspector and Zoning Officer.  Absent was Supervisor Bill Sellers.

Announcements:  Brutscher announced that this special meeting had been advertised in the ‘Daily Local News’ on Wednesday, December 22, 2004.

Winterwood Subdivision:  Brutscher moved, Hubbard seconded to approve escrow release No. 4 in connection with improvements at the Winterwood subdivision in the amount of $45,040 with an inspection fee of $1,030.00 payable to the township.  Motion carried.

Michael Arbaugh Subdivision:  Brutscher moved, Hubbard seconded to grant an extension until March 14, 2005 to continue the review of the Michael Arbaugh minor subdivision.  Motion carried.

2005 Budget Adoption:  The 2005 Budget was reviewed and several line items amended.  The Board noted that the Occupational Privilege Tax would be changed to the Emergency & Municipal Services Tax at a new rate of $52.00 per person as soon as the necessary ordinance advertising was completed.  Brutscher noted that no tax  increase was necessary for the 2005 fiscal year. 

Resolution #17 of 2004:  Brutscher moved, Hubbard seconded to approve Resolution #17 of 2004 that establishes the tax rate for fiscal year 2005 at 1.0 mil.  Motion carried.

Resolution #18 of 2004:  Brutscher moved, Hubbard seconded to approve Resolution #18 of 2004 that establishes expenditures and expenses for the fiscal year 2005.  Motion carried.
