Board of Supervisors Meeting Minutes

7:30 p.m., September 18, 2008

 

 

Present: Georgia Brutscher, Lauressa McNemar

 

1. Call to order: The meeting was called to order at 5:00 p.m. by Ms. Brutscher.

 

 

2. Treasurer’s Warrants

Three sets of warrants were approved as submitted:

  • General Fund Founders Day expenses
  • other Township General Fund expenses
  • Parks, Recreation & Trails expenses

 

One of the bills that was approved was VanDemark & Lynch’s invoice for MS-4 work performed in 2008. McNemar commented that she was not in agreement with the level of effort expended in 2008; however, the Township agreed to pay the invoice and, moving forward, will have clearer communication about what tasks are to be completed as part of the 2009 MS-4 Report.

 

The Parks, Recreation & Trails warrant included the purchase of 6 wooden picnic tables for the Pavilion at Pocopson Park. A letter will be prepared for BOS signature thanking Zeke Hubbard of Northbrook Canoe Company for his donation, and a plaque or some other form of recognition will be put on two of the tables to recognize his contribution.

 

 

3. Request to grant extension of conditional use application for Kretzschmar property at 1880 Unionville-Lenape Road until June 30, 2009

 

Motion: Brutscher moved to approve the request because work is occurring, just more slowly than the 6 month period originally approved; seconded by McNemar; approved unanimously.

 

 

4.      Toll/Riverside

 

McNemar reported that based on a field visit of September 16, 2008, concerns about placement and construction of the trail between Riverside and Pocopson Elementary School can be adequately addressed within the $124,800 held back from Escrow Request #5 revised, which was originally approved in December, 2008.

 

Motion: McNemar moved to release Escrow Release #5 Revised, which retains $124,800 for future work on the aforementioned trail; Brutscher seconded; approved unanimously.

 

Motion: McNemar moved to authorize the Township Engineer to recommend remedies to the trail situation mentioned above, provided that those services are clearly outlined and paid for by Toll out of existing escrow funds; Brutscher seconded; approved unanimously.

 

 

5. Other Business

 

A draft response to the Burnetts’ letter questioning bills from the Township Engineer was reviewed by the BOS and revised by Brutscher. It will be mailed with the response letter prepared by the Township Engineer to the Burnetts on September 19.

 

A draft letter to H.W. Sellers, Consultant, detailing BOS conversations regarding his contract terms and work assignments, was reviewed by the BOS and revised by Brutscher. A second draft will be e-mailed to Brutscher and McNemar for review on September 19 so that a final version can be mailed to Mr. Sellers by September 23.

 

There was discussion of the Grace property on Wawaset Road, and whether the site is the same as the former Kirkwall subdivision. Brutscher believes that East Bradford Township did NOT approve a subdivision there in 2007. McNemar has spoken briefly with Mr. Grace’s engineer. A pre-application meeting with John Fenn and at least one Planning Commission member will be required to review a sketch plan. Brutscher suggested that Grace start with East Bradford Township regarding potential development plans because most of the property is located there. The decisions for Pocopson Township will relate to access, public road vs. shared driveway, etc. Brutscher noted that according to our Solicitor’s Office, sale signs should not be placed on the property until lots are actually available for sale / development. She also noted that the Township Zoning Officer can inspect the property if he suspects that unauthorized work is going on.
