Pocopson Township Planning Commission (PC) Meeting

Members Present: Gary Summers, Suzy Breiseth, Rob Costello, Rob Miller, Sean Rafferty, Steve Simonson. Absent: Meg Johnson.

 

1. Call to Order:  Meeting called to order at 7:30 p.m.  No public comment.

 

2. Ordinance Revisions: As requested by the Board of Supervisors, Commission members reviewed the February 11, 2011 list of proposed Municipality Planning Code (MPC) changes  (§190 and §250) and non-MPC changes to the Pocopson Township Code.  Summers noted the proposed changes address typos and inconsistencies within the Code as well as clarification of language in certain sections.  The proposed Code section regarding a home-based business is fairly significant as submitted for review.  The Commission offered no opinion on certain items, agreement on most items, and recognized changes in nomenclature as appropriate.  However, following a lengthy discussion, Commission members felt that the home-based business sections require further review and should not be included in the advertising text for a public hearing expected to be scheduled in May 2011.  Commission members recommend proceeding with proposed changes as listed on the February 11th document with the following exceptions:

Items 12, 30, 31 (Sections 190-6/250-6) change the definition of driveway and driveway common/shared to include “one or more than one parcel”;

Items 15, 35 (Sections 190-6/250-6) clarify width of trails; does “linear structure not less than five feet in width” include the easement; not all trails in the Township meet the width requirement.

 

3. Brandywine-Struble Greenway Maps:  Commission members reviewed the maps provided by the Brandywine Conservancy. The maps will be submitted to the Parks, Recreation and Trails Committee for review during their March meeting.

 

4. Comprehensive Plan Update: Summers noted and the Commission agreed to schedule a work session for the purpose of reviewing the Comprehensive Plan. He noted that it does not seem likely that the County will provide funding through the Vision Partnership Program. Items to be addressed could include an alternative energy ordinance. Secretary will contact other organizations to obtain guidelines or a template for the review process.   

 

5. Correspondence and Announcements: Secretary noted that representatives from PennDOT, Birmingham and Pocopson Townships, and state officials met to discuss the last revised engineered plans for the Route 926 Bridge Replacement Project. Pocopson and Birmingham Township Supervisors made a request to PennDOT to re-evaluate the revised plans to address frequency of road closures due to flooding.

 

6. Other Business: none.

 

7. Approval of January 19, 2011 Meeting Minutes:  Simonson moved, Breiseth seconded, to approve the January 19, 2011 Minutes as corrected; motion unanimously approved.  

 

8. Adjournment:  At 9:00 p.m. Summers moved, Rafferty seconded to adjourn; motion unanimously approved.
