Planning Commission Meeting Minutes
7:30 p.m., Wednesday, January 17, 2007
Call to Order: Waddington called the meeting to
order at 7:35 p.m.
Members Present: William Waddington, Steve Conary, Suzy Breiseth, Meg
Johnson, Sarah Mims, Sean Rafferty, Gary Summers
Sprint Communications Tower– Joseph Fitzsimmons: Mr. Fitzsimmons
presented a land development plan for Sprint tower located at 919 Pocopson Road
in the township. Sprint is proposing a new equipment pad to replace the existing
one and to construct an equipment shelter at this location. There will be no
water or sewage at this site. The tower shall have12 4-foot panel antennas
added, but the height of the tower is not changing. The PC members were unsure
why this application was brought before them. Conary suggested that this
application required only a building permit.
Motion: Conary moved, Summers seconded to recommend to the Board of Supervisors approval of the land development plan for the Sprint Communications tower. Motion carried.
Brenda White Farm – Bragg Hill Road:
Jim Fritsch and William Pancoast were present to discuss the sketch plan for the
Brenda White Farm. Residents present: Mr. & Mrs. Gawthrop.
Jim Fritsch said the new agreement of sale negotiated with Mr. Pancoast and the
executors of the Brenda White estate was more expensive. The new proposed plan
dated January 17, 2007 includes an additional lot for a total of five building
lots. Fritsch pointed out that the houses on the five lots have been located
based on previous conversations with the PC. The houses are no longer at the
top of the hills. Waddington noted that Lot #03 should be reconfigured. After
a brief conversation, the PC members agreed that lot #03 and lot# 05 will be
revised. Conary noted this additional lot represents a 25% increase in houses
and a 25% increase in traffic that could possibly influence public improvements
of Bragg Hill Road. The PC members had no objections to the additional lot and
told Mr. Pancoast to submit his preliminary/final plan as soon as the engineer
gets the recommended lot changes worked out.
Bruce Yelton / Zoning Hearing Board Application:
Conary moved, Breiseth seconded to recommend the Zoning Hearing Board not grant
the request from Bruce Yelton for relief from township zoning ordinances.
Motion carried.
Waddington said he would write a letter to the ZHB and cite the reasons for
denial of this request for a variance.
Bam Magera / Cease & Desist: The PC supports the zoning officers cease and desist order dated December 7, 2006, but the commission feels Mrs. Cointot needs to be more specific and cite the specific zoning violations.
KARPC Report: Waddington requested the secretary to
have Georgia Brutscher attend the February PC meeting and give a report of the
commissions activities.
PC Minutes of December 20, 2006:
Motion: Sean moved, Conary seconded to accept the minutes of the
December 20th PC meeting as amended. Motion carried.
Appointments:
Conary moved, Summers seconded to appoint Bill Waddington as the Chairman of the
Planning Commission with his term to expire on December 31, 2007. Motion
carried.
Summers moved, Waddington seconded to appoint Steve Conary as the Vice Chairman
of the Planning Commission with his term to expire on December 31, 2007. Motion
carried.
Other Business: Conary reported on his conversation with the Supervisors
regarding the township engineer.
Adjournment: The meeting was adjourned at 8:50 p.m.
