Planning Commission Meeting Minutes

7:30 p.m., Wednesday, February 16, 2005
 

Call to Order:  Bill Waddington called the meeting to order 7:35 p.m

Members Present:  Bill Waddington, Suzanne Breiseth, Steve Conary, Judy Cousins, Meg Johnson, Sarah Mims
Absent:  Sean Rafferty


Announcements:
  There were no announcements.  Waddington urged PC members to take advantage of upcoming land planning courses being offered by the county and state.

WCRPC Report:  Breiseth announced that the Transportation Study Executive Summary is included in tonight’s packets.  Breiseth said that Bob Woodward will be presenting the executive summary to the Board at their next meeting on February 28th.  Breiseth said the WCRPC is hoping to put pressure on PennDOT to make the necessary changes to Route 202 as proposed in the study.

Open Space Committee Report:  The PC secretary updated the committee members on two eagle scout projects currently being proposed for the township’s park and also an earth day that is being planned for the park. 

 

Minutes of January 19, 2005:  Conary moved, Waddington seconded to accept the minutes of January 19, 2005 as amended.  Motion carried with all in agreement.

 

Public Comment: 
Gary Summers said he was concerned about the proposed sewage treatment lagoons at the Baily Farm / Corinne Village.  Summers said there are two types of treatment lagoons; anaerobic and aerobic.  Summers expressed concerns about the treatment lagoons giving off excessive odors.  Mr. & Mrs. Delaney, Osborne Place HOA, were present to discuss concerns of Osborne Place Subdivision residents with the proposed sewage treatment facility for the Baily Farm/Corinne Village.  The residents main concerns were odors and unsightly views of the lagoons from their properties.  Mr. Delaney also said he would like to be notified about future meetings when the Baily Farm is being discussed.  The PC members unanimously agreed to recommend to the BOS to revisit the proposed sewage treatment facility for the Baily Farm because of several resident complaints about odors and views of the lagoons.

 

Mr. Pancoast was present to discuss his proposal for the Brenda White farm.  Waddington invited Mr. Pancoast to present a sketch plan for this property at the PC’s next meeting in March.  Mr. Pancoast agreed to attend.
