Planning Commission Meeting Minutes
7:30 p.m., Wednesday, March 16, 2005
Call to Order: Bill Waddington called the meeting to order at 7:45 p.m.
Members Present: Bill Waddington, Steve Conary, Judy Cousins, Meg
Johnson, Sean Rafferty, Sarah Mims
Absent: Suzanne Breiseth
Chester County Prison Property/Minor Subdivision Plan: The PC Members
reviewed the minor subdivision plan submitted by the Chester County Prison dated
12/29/04 drawn by CEDG. Waddington said determining the minimum lot size and
whether the set backs are acceptable will be necessary. Conary pointed out that
it would be important to maintain reasonable access to the barn since the
township was to retain ownership of it. Waddington said it appears that the area
and bulk regulations are satisfactory for this subdivision. The PC tabled a
motion on this plan until their next meeting in April to wait for the township
engineer’s comments.
WCRPC: Bob Woodward was present, and the PC members
had a copy of a report from Suzanne Breiseth dated 3/3/05 reporting on the last
meeting. The lengthy time frame of the environmental impact study was
discussed. Woodward said the traffic study recommended some traffic calming
practices. Woodward said the WCRPC was developing a strategy to go forward and
the intersection improvements of Route 926 and Route 202 were the most important
issue to be addressed in the project. Woodward said a new set of officers has
been appointed for 2005.
KARPC: No report.
Open Space Committee: The PC members have copies of
the most recent minutes from the OSC.
PC Minutes of February 16, 2004: Conary moved, Cousins seconded to
approve the minutes of February 16, 2004 as written. Motion carried with all in
favor.
Other Business: Conary gave an update of the Castle Valley Presentation on the sewage facility at the Baily Farm/Corinne Village that was made at the Supervisor’s Board meeting. Waddington commented on John Fenn’s review of March 9, 2005 on the Baily Farm. Waddington said there are still major problems with storm water run-off from the streets in this community and that Apex Engineering has a lot of work to do on this plan before it can be approved. The PC agreed that the applicant must respond to and update the plans per the township engineer’s review dated March 9, 2005 before again bringing the plans to the Planning Commission.
