Planning Commisssion Meeting

Call to Order:  Waddington called the meeting to order at 7:38 p.m.

Members Present: Bill Waddington, Steve Conary, Sarah Mims, Meg Johnson, Sean Rafferty, Judy Cousins

Absent:  Suzanne Breiseth

Bryant Property – Norcini & T.A.G. Builders:  Bob Worthington, Chester Valley Engineers, Inc., and Jim Norcini and T.A.G. Builders were present.  Mr. Worthington discussed the proposal to develop a 30 acre parcel in East Bradford Township that would include10 lots with 60% open space.  The entrance to this community will lie in Pocopson Township and enter Wawaset Road near the existing farmhouse and barn on the Bryant property.  Conary pointed out that this is a collector road and requires a 500’ sight distance.  Several alternatives to access this property were discussed by Worthington.  One alternative would create a two acre lot at the entrance that would lie in Pocopson Township.  Worthington asked the PC members if the road should be kept private or turned over to the township.  The PC members agreed that this matter should be discussed with the Board of Supervisors.   Waddington said that if East Bradford requires curbs to handle storm water management, the PC would support it.  Conary pointed out that only 9 lots are allowed on a private street.  Rafferty noted that there should be an arrangement between East Bradford Township and Pocopson Township for road maintenance and snow plowing of this new roadway if it is a public road.   The PC members agreed to walk the property with the applicant on May 21st at 1:00 p.m.

Chester County Prison / Carve Out – Minor Subdivsion:  The PC reviewed John Fenn’s letter of April 27, 2005, and determined that a driveway to the barn must be retained by the township. 

Conary moved, Mims seconded to recommend final plan approval to the Board of Supervisors of the plan for the Chester County Prison / Carve Out dated  December 29, 2004, drawn by Civil Engineering and Design Group  with the following three conditions:
1.  PC recommends that there is no need to loop the driveway back to Wawaset Road as suggested in Fenn’s review.
2.  Defer to Open Space Committee to ensure that the trails are located property to link up with existing trail network in the township.
3.  Subject to all comments in John Fenn’s review of April 27, 2005. 
Motion carried with all in agreed. 

Trailer Park Ordinance:  Conary said that the landscaping requirements for this ordinance should be kept consistent with Section 611 of the township Subdivsion and Land Development Ordinance and Section 1304 of the Zoning Ordinance.  The PC members agreed with his suggestion.

West Chester Regional Planning Commission:  Johnson reported that West Goshen is not joining the commission this year.  Johnson also wanted to remind the Board of Supervisors that they have been requested by the WCRPC to pass a resolution showing their support for making the Route 926 and Route 202 improvement project a PennDOT priority.  The secretary said she would see that this gets done and a copy is sent to the WCRPC.

Arbaugh / Mackey Minor Subdivision:  Conary discussed the Arbaugh / Mackey minor subdivision.  As a follow up to last month’s discussion, Conary noted that Section 306.B of the zoning ordinance states that an applicant cannot cluster on less than 10 acres; therefore, this subdivision is not eligible for the cluster option.  Conary noted that the modifiers discussing pre-existing conditions in this section of the ordinance should be eliminated.  Conary also commented on Section 106 of the zoning ordinance and said excluding basement (finished or not) should be added to the wording.  Conary said he would forward a copy of his suggested changes to the secretary to give to the Board of Supervisors for their consideration.

Minutes of April 20, 2005:  Cousins moved, Conary seconded to accept the minutes of April 20, 2005 as amended.  Motion carried with all agreed.
