Planning Commission Meeting Minutes
7:30 p.m., Wednesday, June 15, 2005
Call to Order: Waddington called the meeting to
order at 7:39 p.m.
Members Present: Bill Waddington, Meg Johnson, Sean Rafferty, Judy
Cousins, Suzanne Breiseth,
John Fenn, Township Engineer, was also present.
Steve Conary entered the meeting at 8:20 p.m.
Absent: Sarah Mims
West Chester Regional Planning Commission: Breiseth reported that the Commission is looking into ways to best handle the recommendations as outlined in the Traffic Study report. The Commission is considering whether its members should split into three task forces to address recommendations for each of the quadrants in the study. The Pocopson representatives would most likely work on addressing the 926/202 quadrant. Breiseth also reported that West Goshen has currently withdrawn its support from the WCRPC and that Committee members are working on convincing West Goshen to remain in the group. The next meeting will be held the last Thursday in June and representative, Meg Johnson, will attend.
Kennett Area Regional Planning Commission: No report.
Sheeder Tract / Toll Brothers: John Fenn brought the PC up to date on the status of the Toll Brothers project and gave the PC members a copy of his review letter dated June 15, 2005. Fenn reviewed several problem areas on the plan that he felt had been adequately addressed by Toll and said some trees were moved off stormwater basin berms and at intersections inside the development to increase sight distance. Waddington commented that good landscape design in a community as large as this one will improve the quality of the overall design. Waddington recommended that the township hire a landscape architect to review the design and determine whether it meets the standards of the township. Waddington said that the Denton Hollow Road relocation must meet township ordinance site distances of 500’. The PC members noted that the Denton Hollow Road realignment plans have not been submitted with this final PRD, and these plans are required by the stipulations dated July 7, 2004 for final plan approval. Breiseth said she would like to see a design of the entrance signs for this community. Waddington said that the trails must be maintainable and have good public access and an agreement in place as to who maintains them. The secretary said she would see that the BOS reviews the PC recommendations made at this meeting.
Minutes of May 18, 2005: Cousins moved, Conary
seconded to approve the minutes of May 18, 2005 PC meeting as amended. Motion
carried with all in agreement.
