Call to Order: Chairman Waddington called the meeting to order at 7:40 P.M.
Minutes: The minutes from the May 19, 2004 and June 16, 2004 meetings were approved as revised.

West Chester Regional Planning Commission – Meg Johnson
Most of the meeting was additional discussion about the traffic study and concern that the consultants were not looking for creative “out of the box” recommendations for difficult intersections and traffic areas. Most of the ‘regular’ members sent substitutes in their place – someone suggested that Pocopson is not properly represented on the Commission as the township has two part-time representatives instead of one full-time member.
Suzie Breiseth agreed to be the ‘official’ member and Meg and Suzie will continue to alternate attending the meetings. Suzie will attend the July meeting.
Kennett Area Regional Planning Commission – Bruce Yelton
The KARPC has formally requested the regional townships levy a 0.25 mil tax for fire and ambulance service. Kennett Township is pushing for a deer management forum in early September. Kennett Township, Kennett Borough, New Garden Township and East Marlborough Township are in early Regional Act 537 discussions. All are at capacity with their current systems when the already approved additional loads are on-line.
Open Space Committee Report – Ricki Stumpo
The trails grant proposal was reviewed at the last meeting. Ricki noted that Mr. Hipkins has blocked the trail easement along his property.
Bruce Yelton – Minor Subdivision
Bruce Yelton said he met with John Fenn, Township Engineer on July 14, but does not yet have revised drawings based on those discussions. He also reviewed waivers granted by the Board of Supervisors.
The Planning Commission feels that there still is no formal application for this minor subdivision as the June 8 application was rejected as incomplete at the June 16, 2004 PC meeting. Chairman Waddington notified Bruce of this rejection in a June 21, 2004 letter.
Bruce Yelton feels these changes to his original subdivision are allowed according to a letter of agreement from the Board of Supervisors from his original subdivision. He also feels his June 8 application is still in effect and will request approval from the Board of Supervisors with or without a Planning Commission recommendation.
Proposed Nuisance Ordinance
The Planning Commission reviewed the proposed Nuisance Ordinance in detail and submitted suggested changes through Ricki Stumpo.
