Planning Commission Meeting Minutes
7:30 p.m., Wednesday, November 15, 2006
Call to Order: Waddington called the meeting to order at 7:36 p.m.
Members Present: Bill Waddington, Steve Conary, Sarah Mims, Gary
Summers, and Suzy Breiseth
Members Absent: Meg Johnson, Sean Rafferty
Cosgrove Minor Subdivision: Paul and Tom Cosgrove were present along
with Jim Fritsch, Regester Associates, Inc. to review the Cosgrove plan revision
dated 11/7/06. Fritsch said the property is located at 611 Clarks Lane, is
4.953 acres, and zoned RA. Applicant has addressed all comments in John Fenn’s
review of October 18, 2006. Frone Crawford has reviewed and agreed that the
set back line is fine the way it is shown on the plan. The township will assign
an address to the new lot. Fritsch requested the PC
grant final plan approval.
Motion: Conary moved, Summers seconded moved to recommend final plan approval for the Cosgrove minor subdivision, drawn by Regester Associates, plan dated 11/7/06. The applicant has addressed all of Fenn’s comments to the satisfaction of the PC. Motion carried.
Serum Minor Subdivision: Mrs. Serum and Jim Fritsch, Regester Associates, Inc. were present to review the Serum plan, revision dated 10/30/06 located on Denton Hollow Road. Fritsch reviewed John Fenn’s letter of November 15, 2006 with the PC members.
Fritsch said the trail will remain as shown on the plan. The discrepancy in Item 1 discussing the net tract area will need to be resolved. Item #4 discusses a planning waiver and non-building declaration from the Chester County Health Department. The township will wait to see the health department’s decision on this item. The applicant is requesting a waiver from Section 190-23D since the plan does not call for any type of land disturbance. Item 14 – It was noted that the right-of-way shown on the plan is the 25’ easement that was previously offered to the township as part the Manning property subdivision. A new street number is being proposed for Lot #1 so the Serum’s can keep their current address. The members discussed the first 50’ of the Serum driveway and asked that Bill Harwood inspect the construction of the driveway to see if it meant township specifications. The PC was in agreement with the requested waivers; Section 190-22C, Section 190-23, Section 190-24, Section 190-35, Section 190-40. Conary said that at the time of building permit issuance the building permit plan needs to show grading and storm water would need to be submitted. Fritsch said he would address the issues discussed and come back with a revised plan next month.
Minutes of October 18, 2006: Conary moved, Mims seconded to accept the minutes as amended. Motion carried.
Open Space Advisory: Conary said the Open Space Advisory Committee is working on criteria for identifying open space to be preserved in the township.
