Planning Commission Meeting Minutes
7:30 p.m., Wednesday, November 17, 2004
Bill Waddington, Chair, called the meeting to order at 7:35
p.m.
Members Present: Bill Waddington, Steve Conary, Judy Cousins, Sean
Rafferty, Meg Baird, Sarah Mims Absent: Suzanne Breiseth
Michael Arbaugh: Minor Subdivision
Jim Fritsch, Regester Associates, was present and said he had a conversation
with John Fenn on how to rework this subdivision without involving Michael
Arbaugh subdividing his ten acre tract. Fritsch said that Fenn had informed him
that steep slopes do not have to be netted out, and that there is enough room on
the 4 acre lot to subdivide it into two lots. The PC inquired whether the
access strip had been subtracted from the interior lot. Waddington said after
the PC members walked the site, there were some concerns about the location of
the driveway destroying speciman trees. Fritsch said he would contact Arbaugh
and ask him to have a tree survey conducted for this site. A neighboring
resident, Mr. Mescanti, expressed his concerns about tree destruction and
adequate well water. Waddington noted that site distance to the right of the
entrance should be thoroughly studied.
Brandywine Hardware Store/Expansion Plans:
Stacey Fuller, Attorney; Jim Fritsch, Regester Associates; and Richard Moore, applicant; were present to discuss the Brandywine Hardware expansion plans. Fritsch said that notes will be added to the plan as requested in item 2 and 3 of Fenn’s review of November 15, 2004. There was a discussion on Item 4 that involved enlarging the existing pipe through the trestle. Fritsch said this item has been discussed with Harwood and Hubbard and has been satisfactorily resolved. In response to a question from Conary, Fritsch said the applicant is removing impervious parking surface at the same percentage of the proposed expansion. Fritsch said item 5 regarding the handicap parking will be adequately provided. Item 6 Fritsch said they are proposing 94 parking spaces. Fuller said in regard to Item 6 a licensing agreement is being secured from the railroad and a safe walking path will be established. The applicant agreed to remove pallets and merchandise stored in parking spaces. Item 7, 8, 9, 10, and 11 will be addressed and notes added to the plan. Item 12 was addressed by Fuller. Item 13 was satisfactorily addressed by Fritsch. Fritsch said item 14 regarding sufficient contours and spot elevations has been previously addressed and could be handled at the time of building permit issuance. Fritsch said that item 15 has been satisfactorily addressed. Fritsch said item16 regarding waivers has been addressed. Fritsch said item 17 the request for “Planning Waiver and Non-Building Declaration” should be removed from the plan. Fritsch said item 18 will be addressed on the revised plan.
MOTION: Conary moved, Sarah Mims seconded, to
approve the Brandywine Hardware Expansion plan dated 10/15/02, last revised
8/6/2003 contingent on the applicant addressing all the items in John Fenn’s
review of November 15, 2004 and specifically addressing Item 4 relating to the
existing pipe as noted in this review, and the Board of Supervisors approving
this plan. Motion carried with all in agreement.
Minutes of October 20, 2004: Mims moved, Rafferty seconded to approve
the minutes of October 20, 2004 as amended. Motion carried.
KARPC: No report.
WCRPC: Baird reported Breiseth had attended the meeting. The commission said they will need officers for next year, the dues will remain at $400 per year, and the transportation study was discussed.
Adjournment: The meeting was adjourned at 9:00 p.m.
