Planning Commission Meeting Minutes
7:30 p.m., Wednesday, December 21, 2005
Call to Order: Waddington called the meeting to order at 7:35 p.m.
Members Present: Bill Waddington, Sarah Mims, Susie Breiseth, Sean Rafferty
Members Absent: Steve Conary, Meg Johnson
James N. Gawthrop - Minor Subdivision: Chester Diem, Regester Associates, Inc., Mrs. Benzel, Mr. & Mrs. Gawthrop; Diem said this plan includes 24.2 acres and is located at the northwest corner of Unionville – Wawaset Road and Bragg Hill Roads creating two lots; 11 acres and 24 acres Diem addressed the issues outlined in John Fenn’s review of December 14, 2005. Waddington referenced Fenn’s item 4, part 2 with regard to taking of additional right-of-way, and it was determined the township’s attorney should review and make a recommendation. Waddington said concrete boundary markers should be shown on all corners of the original tract. Waddington recommended that if woodlands are part of the conservation easement, the trees should be shown on the plan.
Diem said the applicant is requesting four waivers with this plan as follows:
Section 503.3 Requiring a final improvement construction plan.
Section 504.2.A. Requiring accurate topography at a 2 foot interval
Section 504.2.C. Requiring the location of trees over 5”DBH to be shown
Section 504.2.F. Requiring stormwater management and sediment and erosion control measures.
The PC members agreed that the waivers requested were within reason. Diem agreed the applicant would meet with the Open Space Committee to determine where the trails and bikeway easements should be shown on the plan.
Motion: Mims moved, Breseith seconded, to
recommend approval of the Gawthrop plan dated 9/15/05, revised 11/01/05, drawn
by Regester Associates with the following five conditions:
1) Resubmitting the plans to address John Fenn’s review of December 14, 2005.
2) Township Solicitor reviews and resolves whether a 50 foot right of way needs to be dedicated along Bragg Hill Road instead of the existing 33 foot right of way that is shown on the plan.
3) OSC to determine where the trails and bikeway easements should be shown on the plan.
4) If the woodlands are part of the conservation easement, delineation of the conservation easement incorporated into the plan showing existing woodlands.
5) Recommend granting four requested waivers shown on the plan.
Motion carried. Rafferty opposed due to the fact that there are too many outstanding issues.
Schaftleins / Minor Subdivision: Mr. & Mrs. Schaftlein were present to discuss their minor subdivision. Mr. Schaftlein reviewed the property for the PC members. Schaftleins would like to create another 10 acre lot to build their home and move the existing act 319 easement to the newly created 10 acre lot. Waddington asked about the two driveways and Schaftlein reviewed the driveway location and said he would prefer not to have a driveway cutting across the open meadow so the viewshed from both homes would be unhampered. Breiseth expressed concern with two driveways coming out ontoWawaset Road. Waddington discussed site distance issues related to the driveway entrance and said the township engineer will make a recommendation as to whether there is adequate site distance to support two driveway entrances at this location. Mims asked whether the Burnett’s had been notified of the subdivision. The secretary said the Burnetts and Clement, Erconlini, Garafalo, would be notified. Waddington said the PC members would like to walk the property on Sunday, January 8th at 1:30 p.m. Schaftleins said they would like to be on the agenda for the January PC meeting.
Baily Farm / Corinne Village: Frone Crawford, Esq; Jim Brandolini, Developer; Robert Bruce-Balbirnie; Frank Smith, Apex Engineering; Frone said the applicant had conditional final approval on the minor subdivision of the Baily Farm with the Board of Supervisors granting the same conditions as the PC recommended. Crawford said the benching problem had been resolved, and there were only technical issues remaining with John Fenn, Township Engineer. Waddington said the applicant will provide 20’ backyards wherever possible. Frank Smith said the 20’ was not possible in areas where there were steep slopes. The applicant reported that there are five lots close to the riparian buffer that will fall short of the 20’ backyard requirement. Smith said Apex is planning on having the revised plan to John Fenn by the end of next week. Brandolini said the landscaping plan will be drawn once the grading plan is finalized. Smith said the parking pockets will be shown in detail on the final plan as will the “s” curve. Smith said Corinne Road will be 20’ wide. Brandolini presented preliminary plans for several house styles and said the houses will be 3,500’ to 4,400’ square feet.
Motion: Rafferty moved, Breiseth seconded to recommend preliminary plan approval of the Baily Farm / Corinne Village, plan revision dated December 7, 2005, drawn by Apex Engineering with the issues resolved between Corinne Development and John Fenn, Township Engineer. Motion carried with all in agreement. Crawford said the applicant plans to come back before the PC in February.

Minutes of November 16, 2005: Breiseth moved, Waddington seconded to approve the minutes of November 16, 2005 as amended. Motion carried.
The secretary reminded the PC members that the October PC minutes still need to be submitted for approval.
