RESOLUTION NO. 2009-6

 

A RESOLUTION REGARDING A MULTI-DISCIPLINARY FOCUS ON REPAIRS TO THE BRIDGE OVER BRANDYWINE CREEK REPLACEMENT PROJECT, INCLUDING CONSIDERATIONS TO THE DESIGN AND

MANAGEMENT OF REGIONAL TRAFFIC FLOW FOR

POCOPSON ROAD (SR3023) AND ROUTE 926 (SR0926)

 

 

WHEREAS, the Board of Supervisors of the Township of Pocopson (Board of Supervisors) did on September 11, 2008, attend a meeting at the Birmingham Township Building at the request of State Representative Stephen Barrar to discuss the replacement of the bridge over the Brandywine Creek;

 

WHEREAS, the Board of Supervisors recognize the replacement of the bridge as necessary to address the problems of the current bridge;

 

WHEREAS, the Board of Supervisors recognize that the replacement project will significantly impact the role of the roadway in serving the community-at-large including but not limited to emergency service providers, Unionville-Chadds Ford School District, businesses on Pocopson Road and visitors to the Brandywine Valley;

 

NOW THEREFORE BE IT RESOLVED by the Board of Supervisors of Pocopson Township, Chester County, Pennsylvania, that the Township Board of Supervisors hereby requests that the Commonwealth of Pennsylvania Department of Transportation tailor the approach for the bridge replacement as follows:

 

(1)    Develop a schedule and work plan to limit the shut-down of this crossing of the Brandywine to no more than one school year;

(2)    Provide an incentive for completing construction ahead of schedule;

(3)    Incorporate bridge design features and guide rails that complement the rural and historic setting of the bridge and represent an aesthetic sensitivity to the scenic nature of the Brandywine Valley;

(4)    Utilize materials such as natural stone veneers or other stone treatments to abutments, wingwalls, and piers appropriate for the scenic nature of the area;

(5)    Install signalization at the intersection of  Pocopson Road (SR3023) and Lenape Road (SR0052) that provides a safe and efficient means to control influx of traffic through Pocopson Township during the replacement project, and which will alleviate anticipated congestion which is likely to negatively impact Pocopson Elementary School activities, including but not limited to school bus transportation services, time schedules for in-school and after-school programs, and evening meetings; and

(6)    Provide the Township with architectural renderings of the bridge elevation and confirm the completion time for the project in advance of the start of construction.

 

If any sentence, clause, section or part of this Resolution is for any reason found to be unconstitutional, illegal or invalid, such unconstitutionality, illegality or invalidity shall not affect or impair any of the remaining provisions, sentences, clauses, sections or parts hereof. It is hereby declared the intent of the Township Board of Supervisors that this Resolution would have been adopted had such unconstitutional, illegal or invalid sentence, clause, section or part thereof not been included therein.

 

All Resolutions, or parts of Resolutions conflicting with any provisions of this Resolution are hereby repealed and of no force or effect from this date.

 

 

ENACTED AND RESOLVED this 26th day of January, 2009.  This Resolution shall take effect immediately.
